中文摘要:在经济全球化发展背景下,企业间的竞争日益加剧,人才成为竞争的新焦点,多元化的高层次人才是推动企业不断发展的中坚力量,激发和调动员工的积极性和创造性是企业生存发展的重点。很多企业效仿了美国等西方经济发达国家实施的员工持股制度,但它在我国的发展却历经波折,在大力发展国有企业混合所有制改革的新时期,员工持股制度再次进入改革的前沿。 本文首先在理论层面探讨了国有企业员工持股计划的必要性和可行性问题,总结了国有企业实施员工持股计划面临的问题,并以TL公司为实例讨论了开展了员工持股计划的实施方案和关键影响因素。 基于上述思考,本研究分为六大部分: 第一部分是引言。主要对论文的研究对象、背景和意义进行概述。 第二部分是相关概念的介绍。系统地梳理员工持股计划的相关概念及理论发展脉络,介绍国内外员工持股计划的发展演变趋势,主要探讨我国现行的几种典型的员工持股实践模式。 第三部分,对我国国有企业员工持股计划发展的成绩和存在的问题进行分析,对国企混合所有制改革中重启员工持股计划的背景和意义做了详细说明。 第四部分,提出了新时期国有企业混合所有制改革的员工持股计划的实施建议。 第五部分,以国有企业TL 公司作为案例,对其实施员工持股计划的整套方案进行研究。 第六部分为结论部分,总结本文创新点和不足之处。 本研究是作者对员工持股计划理论实践的思考与总结,通过对国内外相关理论研究的详尽说明,阐述了国有企业员工持股制度的产生原因和实施现状,分析了实施过程中存在的问题,并以TL公司员工持股计划的实施作为案例,给关注国企改革的同仁提供一定借鉴和参考。 
英文摘要:Under the background of economic globalization, the competition between talents becomes the new hot spot of enterprise competition, attracting and retaining talent is the key to the development of enterprises, and the enthusiasm and creativity of employees are the key to the survival and development of enterprises. Many companies follow the United States and other western developed countries, such as the system of employee stock ownership, but it has experienced ups and downs in China's development, in the development of mixed ownership reform of state-owned enterprises in the new period, the employee stock ownership system has once again entered the forefront of reform. This paper systematically and comprehensively analyze the causes and the implementation of the employee stock ownership plan in the mixed ownership reform of state-owned enterprises, according to the analysis of the TL company in Tianjin. Based on the above considerations, this study is divided into six parts: The first part is the introduction. I summarize the research object, background and significance of this paper. The second part is the introduction of related concepts. The relevant concepts and theoretical basis of the employee stock ownership plan are systematically described, and the development of the internal and external development, and the typical practice mode of employee stock ownership in China are summarized. The third part is the analysis of the performance and problems of the development of the state-owned enterprises. China's rapid development in recent decades, the achievements of the state-owned reform has made a significant increase in the reform of state-owned enterprises mixed ownership reform in the background and significance of the employee stock ownership plan to do a detailed explanation. The fourth part is to put forward the implementation of the reform of state-owned enterprises mixed ownership reform of the new period. The analysis of the implementation of the employee stock ownership plan in the state-owned enterprise TL Company is analyzed by the fifth sector. The sixth part is the conclusion part, summarizes the innovation of this article and the insufficiency. This research is a summary of the theory of employee stock ownership plan, through the detailed description of the domestic and foreign related theoretical research, this paper expounds the status quo and reasons of the state-owned enterprise social employee stock ownership system, analyzes the problems existing in the implementation process, and through the implementation of TL company employee stock ownership plan, for example, to focus on the reform of state-owned enterprises to provide certain reference and reference.
