中文摘要:本人基于战略管理理论、业绩评价理论、平衡记分卡的管理理论,通过大量资料分析和研究工作,对现代建筑施工企业的行业现状和发展趋势进行了分析研究,结合行业特点,对平衡记分卡中财务、顾客、内部流程、学习与成长的四个维度体系进行了关键绩效指标的分解,通过对HS公司的实例构想,得出了适合建筑施工企业行业特点的业绩评价体系和战略管理体系,为建筑施工企业成功实施平衡记分卡提供了可能性和参考。为建筑施工企业开辟了一条控制成本、提高企业竞争力,最终实现企业战略目标的新思路。 本文通过对相关理论的总结、归纳,首先从我国建筑施工企业的行业发展现状入手,分析了我国建筑施工企业所处的有利环境和面临的问题,进而对建筑施工企业在竞争中如何占有有利条件进行了深入的分析,由此引出在我国建筑施工行业建立平衡记分卡指标评价体系的现实意义;然后利用现代战略管理理论、企业绩效管理理论和平衡记分卡的基本原理,充分借鉴其他行业、企业应用平衡记分卡的成功经验和国内外在企业战略管理、绩效评价方面的研究成果,从企业的财务、客户、内部运营、学习与成长四个维度出发,初步建立了一套具有典型建筑施工行业特点的平衡记分卡绩效评价体系。本文对具有严重缺陷的HS公司的实际案例进行分析,为建筑施工企业实施平衡记分卡来加强企业战略管理,进行业绩评价,实现战略管理目标提供了新的思路。 本文主要采用规范研究和案例结合的方法,并得出了可以在建筑施工企业实施平衡记分卡的构想和有效的具有行业特点的业绩评价体系。  
英文摘要:Based on modern strategic management theory,modern enterprise performance appraisal theory and the management theory of Balanced Scorecard(hereinafter abbreviated as “BSC”), with abundant collection of documents and practical investigations and researches, a deep analysis is released hereafter within the thesis on current industry situation of modern construction enterprises in China and the trend of their future development. With industry feature considered, and through breakdown of Key Performance Indicators(hereinafter abbreviated as “KPI”) against BSC across such four dimensions as financial, customer, internal business process and learning & growth, and structured case of HS company, the thesis tries to find out a performance appraisal system and a strategic management system agreed with construction enterprises, so as to offer some possibility and reference of a sound BSC implementation for such enterprises, while to give rise to a fresh idea of cost controlling, competitive-edge-upgrading, and strategic targets eventually fulfilling. With the summarization and conclusion of the related theories, starting from the view of current situation of construction civil work industry in our country, the thesis analyzes such enterprises’ positive surroundings and the problems they face, and then deepens the analysis on how to enjoy prevailing position in competition in such industry, so as to draw forth realistic importance of establishing BSC performance appraisal system in construction civil work industry in our country. After that, the thesis initiates a new BSC performance appraisal system with typical characters of construction civil work industry, by making full use of modern strategic management theory, enterprise performance appraisal theory and the basic principle of BSC, taking advantage of the successful cases in using BSC in other industries or enterprises, as well as the research results in the fields of strategic management and enterprise performance appraisal at home and abroad, and from four aspects namely financial, customers, internal business process, learning & growth. The thesis takes HS Company with severe shortcomings, as an example to provide a new concept for construction enterprises to enforce strategic management, carry out performance appraisal and realize strategic management by BSC implementation. With theory research and case analysis combined, we got the conclusion that it proves to be feasible to use BSC in construction enterprise and to be effective the performance appraisal system with industry character.
