中文摘要：	2011年，山东省图书馆中文图书采访经费为400万元人民币，此后每年增加100万元，至2015年山东省图书馆中文图书采访经费为800万元人民币。采访经费的增加带来采访工作量的增加，同时采访员还要直面近年来图书出版数量激增、质量良莠不齐，图书类型多变等诸多挑战。在统筹考虑学科专业发展、各类型读者的需求、馆藏资源利用率、经费的使用绩效的前提下，如何建立与飞速发展的形式相匹配的公共图书馆纸质印刷图书采访质量评价体系，高效科学地使用文献资源建设经费，有力促进公共图书馆采访的图书质量，是当前图书馆采访工作人员的首要课题。本论文主要以中文普通图书为研究对象，并通过文献调研法、 网络调查法、德尔菲法等研究方法，对中文图书影响因素进行分析，通过德尔菲法研究得到图书采访质量指标权重，印证了图书流通环节上的“价值需求论”。并在此基础上，对各指标进行归纳整理，解析了“正向指标”和“负向指标”对图书采访的指导作用。最终，在关键指标的基础上创建了关键指标评价方法。本论文主要分为五个部分，第一章主要概述公共图书馆纸质图书采访质量评估的研究背景、研究目的与意义、研究设计以及本研究的创新点。第二章主要回顾了图书的采访理论发展和研究状况，通过对相关理论研究的回顾与综述，为本研究奠定理论基础。第三章详细描述了公共图书馆纸质图书采访评价体系的因素，通过德尔菲法研究，建立指标系统。第四章剖析了公共图书馆纸质图书采访评价体系的指标权重，创建了关键因素评估方法。第五章结论部分结合自己工作经历，对该课题中研究成果和研究局限做了总结，并对今后的采访工作和采访研究做了展望。
英文摘要：	The acquisition funds for Chinese book of “Shandong Library “was 4 million yuan in 2011.With an increase of 1 million yuan every year, this number had reached to 8 million in 2015. The increase in acquisition investment had not only revealed the problem of labor shortage but also proposed many unprecedented challenges to the librarians for purchase, such as the proliferation of publication with no stable quality or categories guaranteed. Considering the development of academic disciplines, variable demands of public reader's , the utilization of collection resources, and the implement of governmental funds , how to establish an advanced evaluation system on paper books’ acquisition so as to efficiently allocate expenditure and effectively increase overall acquisition quality is the priority for both public library and its working members . General Chinese books were the main study objects of this research. Literature review, online survey and Delphi method were all adopted as the main research methods to analyze the key influential factors on investigated subjects. Index weight data which was collected by Delphi method demonstrated the “Value of demand theory” among intermediate links of books. Based on this research finding and data collected, the application and function of “positive index” and “negative index” had also been analyzed. To sum up, The establishment of key index evaluation system concluded this research. 5 chapters composed this research. This first chapter is an overview on research background, research aim and significance, research design, and the innovation of this study on the evaluation system of Public library acquisition process. The second chapter mainly reviews the research development and research status of books acquisition, through summarizing previous research to lay a theoretical foundation for this study. The third chapter describes in detail the public library paper printed book acquisition factors of evaluation system, through study on Delphi method, the index system is established. The fourth chapter analyzes the public library paper printed books acquisition evaluation system of index weight, created the key index evaluation method. The last chapter stated research results and limitations. Research future on follow-up acquisition process and acquisition research subjects were also discussed based on working experience of myself.
