中文摘要:当今社会中,人力资源管理是一项非常重要的组织经营资源,急剧变化的经营环境变化中,若想成为持续成长的公司,在建立战略经营体系的同时,必须要建立和实施战略相关的战略性人力资源管理体系。 本文研究了导入作为公司战略性人力资源管理基础的胜任力模型开发的L公司为对象进行案例分析研究。把作为提高公司绩效的源动力的胜任力模型导入到公司人力资源管理体系中,通过一系列的人力资源管理各个模块的优化方案,营造公司有利于创出绩效的工作氛围,在此过程中贯彻了以下三个核心观点:首先,为导出达成公司的愿景、战略所需要的胜任力,胜任力必须和公司的战略体系密切相关,即胜任力必须和公司的任务、核心价值、愿景、战略、绩效目标保持一致,这需要提前密切分析检讨公司的整体战略体系,胜任力不单纯是执行目前的岗位业务,也是为了向后达成愿景所需要的胜任力;其次,胜任力必须为公司绩效做出贡献,即提升绩效或加快绩效产生的过程或提高传递绩效的效率等;最后,胜任力必须和实际工作的执行相关,能够卓越的完成工作任务,因此胜任力必须经过具体的职务分析的过程,通过这过程开发出的胜任力模型才能为之后的员工胜任力开发、绩效评价、薪酬体系优化等人力资源管理模块中发挥作用,才能结合其他经营资源和组织发挥增效作用。 本文通过L公司实际案例分析,给想要导入胜任力模型的其他公司提供可供参考的详细理论和方法,应用于公司自身的实际应用中。 
英文摘要:In these days, Human Resource Management(Human Resources Management) is one of the critical management resources of the organization. To put into practice the strategic management system, it is imperative that companies must establish strategic Human Resource Management(Human Resources Management) that is aligned to the strategic management system. In this paper, I empirically studied on the Human Resource Management system based on competency model of a L company that I actually worked for. Especially, Import the competency model of the source power of enterprise performance into the human resource management system of the company, Through a series of optimization program of the various modules of the human resource management, create the work atmosphere of company is conducive to creating a performance, In the process of competency model project implementation, I identified three core points as follows; 1. Core competencies must have high suitability with the company’s strategic system. In other words, Core competencies must have alliance with mission, vision, strategy of a company. To identify the competencies that employees must have to achieve the vision and strategy of a company, we must review the company’s strategic system elaborately. Competency is not just to perform the present job, Is also the ability to achieve the vision of company. 2. Core competencies must be able to contribute to the value creation of the company. That is, they must be able to improve the performance of the company, or to speed up the performance of the process or improve the efficiency of delivery performance.3. Core competencies must reflect the employees’ excellent performance. For this, I must elaborately analyze the employees’ jobs and tasks. Competency model can play a role in the Human Resource Management module like as HR development, performance evaluation, compensation system optimization, can be combined with other management resources and organizations to play a synergy role in the company. This paper presents detailed theories and methodologies to other companies which want to develop core competency models, So I expect this paper could be a essential help to them.
