| 中文摘要: | 城市轨道交通作为一种大运量、环保、安全便捷的公共交通方式,在城市生活中发挥着日益重要的作用。国内越来越多的城市开始选择轨道交通作为治理拥堵问题、改善城市环境、拉动经济增长的宏观手段。当前和未来一段时期,包括天津在内的一部分城市将陆续进入网络化运营阶段。如何设计一种适用于网络化运营的组织结构,直接关系到运营工作能否安全、可靠和高效开展。本文回顾了组织及设计的经典理论和企业结构设计的一般原则,对我国城市轨道交通发展现状和网络化运营特点进行了深入总结。进一步选取北京、上海、广州等有代表性地铁运营企业,对一体化、多主体、内部竞争等组织模式进行了分析对比,形成了有价值的研究结论。最后,本文立足天津轨道交通行业发展现状和战略目标,明确了运营板块的目标定位和组织原则,通过设计功能模块和划分运营层级,提出了运营板块设计方案。本文的创新点在于对我国城市轨道交通网络化运营结构首次进行了系统性研究和规律总结,提出了运营板块组织设计原则和一般方法,并通过天津轨道交通具体案例进行了实证研究,为其他轨道交通城市开展相关工作提供了参考和借鉴,同时也进一步完善了城市轨道交通运营管理理论体系。 | |
| 英文摘要: | As a kind of big capacity, environmental protection, safe and convenient public transport mode, Urban rail transit is playing an increasingly important role in urban life. More and more cities began to choose rail traffic as a means of macro which can control congestion, improve the urban environment and boosting economic growth. Including Tianjin, there will be a few cities stepped into the stage of network operation gradually in the current and future period of time. How to design a kind of organizational structure to adapt the network operating is directly related to the operation can be safe, reliable and efficient. This thesis reviewed the general principles about the classic theory of organization design and corporate structure design, carried on the thorough summary about the current situation of the development of urban rail transit and the characteristics of network operating. And more,it analyzed and compared about the integration, multi-agent and internal competition organization mode from the typical subway operation enterprises such as Beijing, Shanghai and Guangzhou, formed a valuable research conclusion. Finally, This thesis based in tianjin rail transit development present situation and the strategic target, has cleared about the operation goal orientation and organizational principle of the plates, put forward operating plate design scheme through design function module and division operating level. What the innovation point in this thesis is the first time to study and summarize the regular about the urban rail transit network operating structure in the omestic, organization design principle and general operating plate method is proposed, through carried on the empirical research of Tianjin rail transit specific case, provides a reference and reference for the other urban rail transit about the related works, at the same time also improve the system of urban rail transit operation management theory ulteriorly. | |
