中文摘要：	近十年来随着我国经济的复苏，有机化工工程项目数量呈不断上升的趋势，项目的质量问题在项目管理中的地位也越来越不可忽视。由于有机化工产业一般是连续性生产，其所使用的原料与商品大部分具有高温高压、对人的身体健康有威胁、易燃易爆的特征，这些特性决定了实施工程质量管理和质量控制的必要性。但是当前行业运用的工程质量控制模型较为滞后，难以顺应新时代与新工程的需求，工程常常产生质量问题，给有机化工项目带来了很大的影响。所以，在当前时期对大规模有机化工项目的质量管理和质量控制研究进行深入的研究具有一定的理论与实际意义。 论文在项目质量管理和质量控制相关理论回顾的基础上，分析了有机化工扩建项目的独特性，就有机化工扩建项目质量控制现状与存在的问题进行分析。根据质量管理八项基本原则提出有机化工扩建项目质量控制原则与内容，并针对现有质量控制存在的问题，提出如何改进的方法。论文重点阐述了有机化工扩建项目质量控制的实施过程与质量控制的关键点。论文将监理、采购、作业、业主、设计、验收等各个项目质量控制方互相关联的质量关系划入探究范畴，以一个大系统的概念，依托质量机制与全过程质量控制的理论、观念和管理科目的有关理论。最后论文以丁辛醇扩建项目为案例加以证实，并针对项目各阶段的的问题如何实施和完善质量管理体系建设的过程管理与运行机制提出自己的看法。 论文把项目质量管理和质量控制理论应用到有机化工扩建项目中，具有一定的应用创新价值。论文打破项目的质量控制从单一工程与分段的角度着手进行探究的现实状况，依托质量机制与全过程质量控制的理念对当前有机化工项目存在的质量管理问题进行了深入的分析，特别是从有机化工扩建项目的启动、设计和实施阶段剖析质量控制实施过程。论文研究对相关企业同类项目的质量控制具有一定的指导作用和参考价值。
英文摘要：	The number of organic chemical projects is showing a tendency of rising with China's economic recovery in recent 10 years. The status of quality issues is also more assignable, related to the project management .The organic chemical industry is usually continuous n, and the raw materials and products are mostly high temperature and pressure, toxic and harmful to human health, flammable and explosive, so these characteristics determine the importance of project quality control. However, the model of project management taking in domestic is traditional, which is difficult to adapt to the requirement. Project quality issues frequently occur, resulting in adverse effects on organic chemical engineering projects. Therefore it will guide in-depth theory and practice research of quality management for large organic chemical project at present. Based on the review of the relevant theory of project quality management and control, the thesis analyzes the uniqueness of organic chemical expansion projects, and discusses the current situation and problems in quality control. It raises the principle and content of organic chemical expansion project, according to the eight basic principles of quality management, and how to improve .The thesis sets forth the implementation and key points of quality control, and it brings the quality relationship between all the participants , such as supervision, procurement, construction, owner, engineering, and acceptance into the research, using the quality system and total quality management thoughts, ideas and theories of management. At last, it confirmed by the research for the OXO expansion project in Tianjin soda plant, proposes an own view to the problem of each stage of the project of how to run and improve the process management of the construction of the quality management system and operational mechanism. This thesis applies the theories of quality management and control to the organic chemical expansion projects, and is of creativity and practical engineering value. It breaks through the research status of the project quality management based on individual projects and section, and analyzes thoroughly to quality management question in the current organic chemical projects according to the theory of quality system and total quality management, especially through the start, engineering and implementation stages of organic chemical expansion projects. The research has certain guidance function and reference value on thequality control of the related enterprises.
