中文摘要：	近年来，“厂网分开”与“竞价上网”的电力改革在我国所有电力企业大规模展开，各个电力企业为了寻求自身发展、提高竞争力就必须尽快实行全新的管理模式、建立新的管理机制。全面预算管理作为一种现代新型管理模式，通过调控企业各项经济活动、监管预算的实施，力求最大程度的使企业资源有效发挥，最终达到企业最优管理效果。因此，对电力集团企业进行全面预算管理具有非常重要的现实意义。 H电力公司为提高企业管理水平、加强风险前馈、最终提高自身竞争力做了很多努力，其全面预算管理迄今已应用了7年之久并且越来越成熟，但与此同时仍有很多方面需要改进。因此，对H电力公司的全面预算管理研究有助于其进一步提高企业的管理水平和企业整体效益。同时，此研究还有助于拓宽全面预算管理理论的应用指导广度。 本文主要从全面预算管理的基本概念和理论入手，多角度阐述全面预算管理的相关理论内容及国内外研究情况，采用案例分析法和文献研究法对H电力公司的全面预算管理进行深入研究，从多个方面对H电力公司全面预算管理中存在的问题进行分析，其问题主要为：过分强调年终结果而忽视对过程的监控、企业组织体系不够完善、预算指标设置的精细化程度低、预算同企业整体战略衔接不紧密、预算松弛现象普遍、预算科学性差以及预算信息化水平不高。针对这些问题本文利用案例分析法和文献研究法尽力找出理论与实践活动中的差距，相应的提出了改进优化意见。通过本次研究，所得出的结论是：对于H电力公司来说，全面预算管理应“量身定制”，与此同时，需要提高企业全体员工对全面预算管理重要性的认识来为企业全面预算管理的实施提供扎实的群众基础；加强对企业全面预算管理的监控和考核来保障全面预算管理的长久稳定实施。
英文摘要：	Comprehensive budget management is important for electric power company.As the reformation of electric,more electric power companies improve themselves by innovative process of management.comprehensive budget management improve the effect of manangement by making a good utilization of resources. The H power company try its best to improve its competitiveness,they try to do a better manager,make a better feedback of risk and so on.It is useful for them to study comprehensive budget management though they have made their comprehensive budget management for 7 years.Besides the study will be also useful for the theory of comprehensive budget management. The paper study the theory of comprehensive budget management from its method and concepts,compares the research of domestic and abroad.it shows a case study to introduce the comprehensive budget management of H power company. There are three problems about the comprehensive budget management of H power company. This paper giving suggestions about these problems above. This paper shows that for a better successful company.They should make itself comprehensive budget management depending on its own fact.They also should let their staffs to be aware of the importance of comprehensive budget management.Of course,a better supervision is also important for a better company.
