中文摘要：	我国建国后，赌博及彩票等及其附属产业是不被国家允许进行的。随着我国经济水平的提高，人民生活水准也在不断的提升，彩票行业也逐渐的被人们所接收。彩票的销售形式也从最初的集中举办短期的大型销售活动逐步转变为长期的常态化的电脑销售形式。近阶段由于我国的互联网发展迅速，家家户户都具备了上网的条件。全热线实时的彩票销售模式也进一步造就了彩票互联网销售模式与传统连锁加盟店销售模式相互依赖，彩票销售模式。与传统的互联网销售类系统开发项目相比，彩票作为一种特殊的商品，它的互联网销售系统开发项目的实施具有投资大、周期长、涉及内容广、实施难度大的特点。所以这类项目具有更高的创新性和风险性。又因在实行过程当中存在着很多的不确定要素，若是做不到行之有效地实行全盘的风险管理就很容易发生成果偏离预定目标的被动局面，更为严重的还会致使项目失败，从而影响彩票依托互联网信息化的进一步发展。因此开展全面风险管理对于彩票实施互联网销售系统开发项目具有十分重要的战略意义和现实意义。本论文首先对风险及风险管理理论、项目管理及项目管理理论和互联网彩票销售相关理论进行了初步的研究；紧接着对彩票互联网信息化销售发展历程及实施过程进行了明确的阐述，同时针对彩票互联网信息化过程中实施彩票互联网销售系统开发项目的独特性进行了说明，在此基础上综合应用文献分析法和德尔菲法对该公司施行的彩票互联网销售系统开发项目风险做了定性分析，给出了项目风险清单；随后按照项目实施的前期准备、推进实施、运行维护三个阶段对项目风险进行了分类，综合应用德尔菲法和损失期望值法对不同阶段的风险进行了评价，给出了管理的先后顺序；最后结合彩票互联网信息化过程中实施彩票互联网销售系统开发项目的实际情况制定了应对不同风险的具体措施，以便达到降低风险发生概率和损失额的目的，进而确保项目达到预定目标。
英文摘要：	Since the People's Republic of China was founded, gambling was strictly forbidden by the government. With people's living condition improved, lottery is gradually acceptted by the public. Lottery sales was transformed from shot-term, but in large scale, sales activity into long-term regular sales through computer. With internet booming development in China, access to internet is easily realized for normal families in recent years. Lottery all hot-line sales module further pushed the formalization of an interdependent relations between internet sports lottery sales and traditional franchise store sales. As comparing with the traditional commodity sales through internet, sports lottery is a special commodity. To launch sports lottery internet sales is very different from traditional commodity sales, and this project has specialty of high investment, long project period, wide involvement, and difficult implementation. Therefore this kind of project is highly creative and risky. Furthermore with the potential uncertainty during the implementation, it requires an effective overall risk management in order to avoid the negative result that can't fulfill the objective, and even more lead the whole project to failure. As a result the sports lottery development with internet involvement can also be impact. Therefore the overall risk management is a stategic and realist application in the sports lottery internet sales project implementation. This thesis starts with the systematical study on the risk and risk management basic theory, project management theory, and internet lottery sales related theory; followed by the expatiation of sports lottery internet sales development history and implementation process; then illustrates the specialty of sports lotter internet sales project implementation; applys qualitative analysis Literature Analysis method and Delphi method on an example of sports sales internet project by giving out a project risk list; categorizes the project risks according to project three phases of "preparation, progress, operation maintenance. It combines the Delphi method and expected value of loss method to evaluate the risks in each phase of project, and gives priority on management. At last it set up detailed solutions based on the practice of sports lottery informatization project implementation in order to minimize the risk and loss, and further to ensure the project reach its objectives correctly,
