中文摘要:铁路货场作为铁路运输线路上的重要配套设施,在铁路运输的整个环节具有不容忽视的作用。随着铁路线路发展的规模化以及近年来推出的客货分线路政策的实行,为铁路运输能力的提高贡献了重要作用,而要真正与铁路运输能力相匹配,相应的配套设施,如铁路货场,自然应该进行合理化建设,以此来配合铁路运量的不断增加。而进行铁路货场的建设,可行性研究是不可或缺的步骤,直接关系到项目正常的投资建设。而经济评价又是铁路货场项目可行性研究的重要组成部分,也是决定项目投资的关键。 本文基于建设项目的可行性研究要求及经济评价理论,对朔黄铁路公司西柏坡货场项目做了经济评价,分析了西柏坡卸煤场新建选址方案的经济可行性。铁路货场作为一项建设工程,其经济评价要注重项目的财务经济性与建设合理性。文章首先对项目建设的可行性研究、经济评价以及财务分析进行了理论上的综述,力求在理论上对全文有所把握;其次,通过对朔黄铁路公司西柏坡货场项目概况的详细介绍,分析其建设的必要性以及主要工程设计概要说明;然后着重对该货场项目的投资估算与资金筹措进行研究,分析项目的收益,并从多方面进行项目的财务评价;最后结合项目的风险管理,对该项目存在的风险进行分析,并提出了风险防范应对策略,降低货场投资项目的风险。 本工程能实现以下功能:煤炭卸车和存储的功能;实现配煤的功能;实现煤炭加工的功能;实现就地销售的功能。 工艺系统主要由受煤系统、储煤系统、输煤系统、配煤系统、装车系统组成。 工程范围包括:铁路站场;从来煤翻车开始至汽车装车为止的全部生产系统及其配套供配电、控制、通信、给水排水、供热采暖及通风除尘等辅助生产系统;厂区设施;办公、食堂、公寓联合综合楼;含场外道路、场外供电线路及变电所等。 本工程的建设,是建设资源节约型、环境友好型社会的需要,是京津冀及周边地区落实大气污染防治行动计划的要求,是“大西柏坡”建设的需要,是朔黄铁路扩能改造的需要,是煤炭集约化方向发展的需要。本工程的建设有利于西柏坡站场周边卸煤点的资源整合和自动化建设,并且满足环境保护、节能减排的相关规定,又可充分发挥朔黄铁路沿线煤炭供应的潜力,有利于神华集团扩大市场销售渠道和保障朔黄铁路沿线地区煤炭物流供应,项目建设是必要的。 本工程建成后,铁路来煤下站后可通过封闭储煤、配煤、筛分加工、高效装车提高煤炭附加值,另外本项目既符合环保政策,又作为朔黄铁路扩能改造的一部分,能提高朔黄铁路运力,适应专用车型,减少车辆占用时间,产生巨大的经济效益与社会效益,将会得到神华集团和地方政府的大力支持。本工程项目的选址方案是可行的,具有一定的优势。西柏坡站外东端4 道设置卸煤线方案,单线四翻,实现万吨整列卸车,减少列车解编作业,提高了机车车辆运用效率,运输效率高。 通过对该项目的经济评价,得出西柏坡新建卸煤场及配套工程选址方案I税后内部收益率为19.88%,税后投资回收期5.86年(含建设期);投资利润率20.67%;投资利税率20.84%;选址方案II投资内部收益率所得税后为19.95%, 项目投资财务净现值税后为33569.49万元,投资回收期税后5.84年,总投资收益率21.41%,项目资本金财务内部收益率为26.40%。依据《煤炭工业项目评价方法》中规定本工程基准收益率为12% (税后),可见,西柏坡货场建设项目的两个选址方案所计算出的财务指标参数都满足同行业标准值,其他相关指标,如风险指标参数均达到行业基准。 本工程两个项目选址方案均是可行的,都有一定的优势。西柏坡站外东端 4 道设置卸煤线(即I方案),单线四翻,实现万吨整列卸车,减少列车解编作业,提高了机车车辆运用效率,运输效率高。电厂场址方案(即II方案)在西柏坡电厂的既有场地内进行,具有煤炭转载后返装地方铁路和国铁外运销售的条件,供电、供水、供热、消防可以依托电厂设施,采用电厂自用电电费低,可以减少运营成本,煤炭外运方便,能减少对平山县城及周边环境的污染。 研究表明,朔黄铁路公司西柏坡货场项目的建设是非常必要的,所采取的技术方案以及改扩建工程方案是可行的,并且通过了财务指标的评价,而该建设项目的风险指标也都在可预防和可控范围之内。因此,西柏坡新建卸煤场及其配套设施工程的建设以及所采用的建设方案均通过了经济性评价,证明该项目的投资建设具备合理性,所以建议尽快安排其实施。 
英文摘要:As an important line of railway transportation facilities, railway freight yard plays a important role which cannot be ignored in the whole procedure of railway transportation. The development of the railway lines in the scale and in recent years the introduction of the implementation of passenger line policy, play an important role in improving the railway transport capacity. But in order to truly match the railway transport capacity, corresponding facilities, such as railway freight yard should be naturally reasonably constructed, so as to cope with the increasing railway traffic volume. In addition, the feasibility study is an indispensable step in the construction of railway freight yard which is directly related to the normal investment in the project construction. Fatherly, economic evaluation is an important part in the feasibility study of railway freight yard project, which is also a key of the project investment decision. Based on the theory of feasibility Study requirements and economic evaluation about the construction project, this essay does the economic evaluation on the Xibaipo freight yard project of Shuohuang Railroad Company, and analyzes the economic feasibility of the new site about Xibaipo unloading field programs. Firstly, the essay reviews theoretically the project feasibility studies, economic evaluation and financial analysis, at the same time, strive to grasp full text in theory somewhat; Secondly, through a detailed description of the project about the Xibaipo freight yard of Shuohuang railway company, it analyzes the necessity of its construction as well as carries a summary of the major engineering design; Then focused on the investment estimate and financing of the yard project, the essay studies benefits of the project and does financial evaluation of the project from some aspects; Finally, based on the risk management of project, paper analyzes the risk existing in this project, and proposes risk strategies to prevent and reduce the risk of investment projects yard. This project can realize the following functions: the function of the coal unloading and storage, the function of coal blending, the function of coal processing, the function of the local sales and so on. Process system is mainly composed by receiving coal system, coal storage system, and coal handling system, blending coal system, and loading system. Through the economic evaluation of the project,we conclude some data about the new unloading yard and the location plan 1 of supporting project of Xibaipo, which indicate that the internal revenue tax rate is 19.88%, the investment recovery period after tax is 5.86 years (including the construction period); the profit rate of investment is 20.67%; the investment profit is 20.84%. The location plan 2 indicates that the investment income rate is 19.95%, the net present value of the project investment is 33569.49, the investment recovery period is 5.84 years, the total investment yield is 21.41%, and the financial internal rate of return is 26.40%. According to the 《the evaluation method of coal industry project》, the benchmark yield of this project is 12% (after tax), we know the financial index parameters which calculated by the two site plan of yard construction project of Xibaipo meet with the industry standard value, and other relevant indicators, such as risk indicators have reached the industry benchmark. The site plan of two projects is feasible, and has certain advantages. 4 road coal unloading line are set up at the east of Xibaipo station (plan 1), this plan can achieve million tons of whole truck, reduction of train operation, improve the use efficiency of locomotive and vehicle, also, transportation efficiency is high. The electric power plant lies the existing power plant of Xibaipo (Plan 2), it has many advantages, for example, the conditions of loading the local coal, power supply, water supply, heating and fire can rely on the power plant facilities, the use of electric power plant for electricity consumption is low, also, it can reduce the operation cost, transport coal convenient, reduce the pollution of the surrounding environment and the city of Pingshan county. Research shows that it is necessary for Xibaipo Yard project of the ShuoHuang Railway Company to construct, and technical standards and expansion project plan is reasonable, the financial evaluation is economically viable, and the risks of the project are in control. So it is proposed arrangement for the implementation of the project as soon as possible.
