中文摘要:经济全球化和信息化的快速发展,推动了企业的大规模化、跨区域、跨国家的发展。传统的按职能划分的人力资源管理模式,导致企业机构重叠、成本增加、效率低下。与此同时,制造行业普遍业绩下滑严重,TS电梯公司作为电梯制造业龙头公司,也未能在制造业动荡局面中独善其身。企业发展要求提高效率,节约成本,对人力资源管理部门提供的价值要求越来越高。人力资源共享服务中心是人力资源三大支柱之一,可有有效提高企业人力资源效率,共享服务中心将人力资源日常事务集中处理,从而使得人力资源部能够将主要精力专注于配合公司战略的管理上面。TS电梯公司内部已经运行了12年的薪资中心正是小型化的仅针对薪资发放的共享服务中心。其高效,集约,规范化的服务得到了领导层的认可。同时公司希望可以将薪资中心的模式扩大化升级为HR共享服务中心,将服务范围从薪资发放扩大为涵盖招聘职能,人力资源信息系统职能,呼叫热线职能和薪资职能的人力资源共享服务中心。并在设计共享服务中心的时候注意规避薪资中心运营中出现的问题,同时本文还特别关注人力资源共享服务中心的持续改进,从优化各子公司人力资源资源政策到共享服务中心内部流程改进。发现并分析造成低效率和高返工的问题,寻找到解决问题的办法。最后文章对人力资源共享服务的未来做了展望。 希望通过本文对人力资源共享服务中心的介绍,能够给TS电梯公司的人力资源共享服务中心的建立做好准备,同时为那些正在考虑有效整合人力资源功能,发挥员工更大效用的企业经营管理者提供借鉴。 
英文摘要:The high-speed development of economic globalization and information technology has promoted the development of enterprises in large-scale, trans regional and trans national. The traditional human resource management mode, which is divided by the function, causes the enterprise organization overlap, the cost increases, the efficiency is low. Meanwhile, the manufacturing industry in general results in severe decline, TS elevator company as the elevator manufacturing industry leading companies, also failed to spare from the manufacturing industry turmoil. Enterprise development requirements to improve efficiency, save costs, the value of the human resources management to provide higher value. Human resource shared service center is one of the three pillars of human resources, which can effectively improve the efficiency of enterprise human resources, shared service center will focus on daily business of human resources management, so that the human resources department can focus on the management of the company's strategy. In this paper, the relevant theory and examples of the case are coming from the analysis of the TS elevator company's industry status and human resources. Assuming TS elevator company has the feasibility and necessity of establishing the human resource shared service center. And describes the establishment of the center. According to the actual situation of TS elevator company, shared service center mainly includes four functional groups, namely: recruitment, payroll functions, human resources information system functions and call hotline functions. At the same time, this paper also pays special attention to the continuous improvement of human resource shared service center, from the optimization of the company's human resource policies to the shared service center internal process improvement. To find and analyze the problem of low efficiency and high rework, and find a solution to the problem. Finally, the paper makes a prospect of the future of human resource shared service. Through the introduction of human resource shared service center in this paper we can get prepared for the establishment of human resource shared service center of TS elevator company, and provide reference for those who are considering the effective integration of human resource function to play a greater role in the management of employees.
