| 中文摘要: | 中国创业投资行业从上个世纪八十年代兴起,现已处于蓬勃发展的阶段,通过创业投资所带来的资本增值效应愈发明显。国有创业投资公司在跌宕起伏的中国创业投资行业发展起来,充分发挥国有资本在促进区域开发、产业结构调整、发展高新技术产业中的引导作用。国有创投公司受政府的直接干预力量影响,治理结构、体制机制限制了其运营发展模式。国有创业投资的绩效考核,主要从确保国有资产保值增值等经营目标出发,采用了国资委现行的国有企业绩效考核办法,以简单的经济指标为主体,过分追求短期经济效益,忽视过程管理控制,无法正确衡量创业投资公司实际经营情况,阻碍了国有创业投资公司的发展。创业投资作为一种资本运作活动,专业性和实践性极强,需要专业业绩评价体系对其进行考核评估,因此,国有创业投资公司应建立一套既符合国有资产监管要求,又能适应其行业特征,对其绩效正确评价的考核体系。 本文从国有创业投资公司的角度出发,运用归纳分析、比较分析和实际案例分析相结合的方法,通过研究HT投资公司现行的绩效考核体系存在的问题以及存在的原因,指出HT投资公司绩效考核体系应在对投资运作流程全面认识的基础上,依据“融、投、管、退”资本循环的四个阶段,结合资本募集、盈利能力、投资项目、增值服务、风险管控多环节进行建立。 本文在前人研究成果的基础上,借鉴了创业投资企业、国有企业的绩效考核办法,把“BSC+KPI+EVA”的绩效考核方法引入到HT投资公司绩效考核体系中,结合创业投资行业特征,利用定性和定量相结合的方式,对构建以战略目标为指导,以经济增加值为核心目标,以关键业绩指标为主要考核指标的绩效考核体系进行了探索, 建立适用于国资背景、符合公司规模结构、行业特征的绩效考核体系,从而进一步指导国有创投公司工作,指引企业的协调、全面、可持续发展,激发员工工作热情,发挥国有创业投资公司创业和创新的作用。 | |
| 英文摘要: | Initiating from the 1980s, the Chinese venture capital investment industry is enjoying its prosperity now. The capital value-added effect brought by venture capital investment is also getting more and more obvious to be observed. Developing from the ups and downs of this industry in China, the state-owned venture-capital firms are giving guiding functions of the governmental capitals in facilitating regional development, industry restructuring and high-technology development. Due to some direct interpositions from government, the state-owned venture capital investment companies are restricted from following their own operational development models by fixed management structures, systems and mechanism. The performance assessment for these companies is based on the maintaining and increasing the value of the assets in accordance with the existing performance assessment evaluation for state-owned enterprises by SASAC (State-owned Assets Supervision and Administration Commission). However, this evaluation only focuses on economic indicators and short-term economic benefits, which is not good for properly evaluating the real business circumstances of these companies and hence putting them off. Venture capital investment, as a capital operation activity with its own peculiarities and practices, requires assessments form professional performance evaluation systems. That is why state-owned venture capital investment companies need to set up an evaluation system which is in line with the national assets supervision requirements and the characteristics of this industry, and also, gives their performance appropriate assessments. In this paper, author used the methods of inductive analysis, the combination of comparative analysis and case analysis from the point of view of the state-owned venture capital investment companies, by researching the existing problems of the current performance appraisal system and its reasons for existence of HT investment company , and points out that the HT investment company performance system should be established on the basis of the overall knowledge of investment and operation procedure, according to the four stages of rotation of capital such as "financing, investment, management and exit" , combined with the multi-link of capital raising, profit ability, project investment, value-added services, risk management and control . On the basis of forefathers' research results, this article draws performance assessing lessons from the state-owned enterprises of venture investment enterprises, introduces the "BSC+KPI+EVA performance evaluation method" into the performance appraisal system of HT investment company , combines with the characteristics of venture capital industry, using qualitative and quantitative methods to exploring the key performance indicators as the main evaluation index of the performance appraisal system with strategic target as guidance and economic value added in economy as core goal, and establishes performance appraisal system which is suitable for state-owned background, scale structure and industry characteristics, so as to further guide the state-owned venture capital firms, stimulate the enthusiasm of the staff in order to play a role in the state-owned venture capital investment companies to show entrepreneurship and innovation. | |
