中文摘要：	摘要 随着社会的发展，新时期图书馆运动的掀起，业界对公共图书馆的服务属性、读者权利、图书馆自由的研究高潮迭起，然而对读者义务和行为规范的研究却鲜有问津。本文采用实地观察访谈和调查问卷两者相结合的方式进行研究，两种方式分别进行，而得到的结果可以相互对照、相互印证，力求得到公共图书馆休闲阅读现状的第一手资料。本文力求从一个崭新的角度重新解析图书馆的服务模式，以及图书馆和读者间的权利义务关系，读者的行为很多时候需要图书馆的正确引导，阅读行为是一个读者和图书馆两个主体间相互适应、相互协调的过程。 本文的主要内容和结构框架如下： 第一章，绪论。阐述研究的背景、目的、方法、内容。 第二章，对休闲阅读及行为规范等相关概念进行解读。阐述了读者和图书馆双方从自身角度出发对两个概念的理解，并说明两者在休闲阅读活动中所处的地位和所能发挥的作用。 第三章，利用观察访谈和调查问卷相结合的方式了解公共图书馆休闲阅读的现状，帮助我们针对具体的问题分析原因并找出对策。以青岛市图书馆为例，具体实施实地调查和访谈。 第四章，分析得出制定阅读行为规范的一般原则，根据此原则制定具体的行为规范细则并对实施效果进行合理化预期。 第五章，研究结论与展望。本章概述了研究结论、说明研究的局限性，并对研究的未来前景进行展望。 关键词：公共图书馆；休闲阅读；阅读行为规范
英文摘要：	Abstract With the development of society, and the library movement in the new period, the industry attribute of service of public library, readers' rights, the library free research climax. However, readers obligations and rules of conduct has rarely cares. In this paper, the combination of field observation and questionnaire survey, the two ways were carried out, and the results obtained can be controlled and verified each other, and strive to get the first hand information of the present situation of Public Library leisure reading. This paper tries to analysis the service mode of library from a new perspective, and the relationship between Library and reader's rights and obligations, The reader's behavior needs the correct guidance of the library, reading behavior is a process that they adapt to each other, mutual coordination. The main content and structure of this paper are as follows: The first chapter, introduction. The background, purpose, method and content of the research. The second chapter, the related concepts of leisure reading and behavior criterion are interpreted. This paper expounds the understanding of the two concepts from both the readers and the library, and explains the position and function of the two in the leisure reading activities. The third chapter, the paper analyzes the current situation of the public library leisure reading, and helps us to find out the countermeasures against the problem. Taking Qingdao library as an example, the specific implementation of field survey and interviews. The fourth chapter, the general principle of formulating the standard of reading behavior is analyzed.
