中文摘要：	政府网络信息资源公开的优劣，关系着经济发展和民生状况。制度的完善能够规范政府政务公开和信息公开行为，减少各级政府信息资源公开过程中的盲目性、随意性和过度分散性。本文将通过对比中俄政府的相关信息资源公开制度，并加以分析和系统的评价，来找出外国政府网络信息资源公开的特点和不足之处，进而发现我国政府网络信息资源公开应当解决认识上，人员能力素质，平台功能，公开内容深化等问题。最后，得出需要完善政府网络信息资源公开制度的一致性和合理准确性，更要平衡信息控制的多渠道性与信息民主的结论。 本文主要分为以下五部分： 第一部分在简述研究的目的和意义的基础上，回顾中俄政府信息资源公开相关文献，提出重点解决的问题和创新点。 第二部分对政府、制度、网络信息等概念进行解读，并总结中俄信息公开发展历程。 第三部分将通过文本分析详细对比中俄政府网络信息资源公开制度的发展情况，包括制度建立目的、职责、时限、监督公开、信息安全等方面的分析对比。并从法律规章制度对比，经济保障对比两方面，分析出中俄政府网络信息资源公开过程中实际操作的优缺点。 第四部分从体制，文化背景差异分析入手，找出俄罗斯联邦政府网络信息资源公开制度给我国的启示。 第五部分是俄方给我国信息资源公开制度完善的启示和我国公开政府网络信息资源公开制度建设的路径选择。
英文摘要：	The construction of government network information resources is related about the economic development and the people's livelihood. The perfection of the regime can regulate the government affairs construction and the information disclosure behavior. The perfection of the regime can also reduce the blindness, random and over dispersed in the process of build the government information resources. In this study, we will find out the characteristics and shortcomings of the construction from network information resources in the government. And then we can find out the information resources of government should open solve recognition, staff competency, platform capabilities, deepen the disclosure and other issues. Finally，it is concluded that we need to improve the consistency and reasonable accuracy of the public regime of government information resources. This study is divided into the following five parts: In the first part, it is the purpose and significance of the research are briefly introduced, and the relevant literature on the construction of Sino-Russian government information resources is reviewed. In the second part, it is the interpretation of the concept about the Sino-Russian government, regime, network information. And then sum up the development of Sino Russian information construction. The third part will analyze the development of the regime of the government information resources construction system, including the establishment of the system, the responsibility, the time limited, the supervision and the management, information security and so on. Compare about the legal, economic security contrast in terms of both China and Russia to analyze the advantages and disadvantages of open government information resource network during the actual operation. The fourth part starts from the institutional, cultural background differences, and find the revelation of the Russian Federation government network information disclosure system resources to China. The fifth part will introduce how Russia improves the information disclosure system resources path of enlightenment and how to build Chinese government network information resources public disclosure regime.
