中文摘要: | 近年来随着电力行业技术水平的不断提高和外包机制的不断完善,天津北疆发电厂自投产以来,以外包方式,通过大量的技术改造项目不断提高机组设备在节能降耗、安全生产和环境保护等方面的能力,既实现了国家对发电企业的相关政策要求,又加快了北疆电厂自身的发展速度。将技术改造项目进行外包,不仅弥补了企业自身在技术改造过程中技术水平、人员素质、改造经验和管理能力等方面的不足,同时也能够最大限度地解放企业员工,使企业员工能够专注于日常生产和维护工作。但是,随着技术改造项目数量和投资额的逐年增长,项目外包过程中风险问题不断增多,加之企业员工在风险管理方面意识薄弱以及能力不足,技术改造项目在外包过程中所暴露出的风险管理问题得不到很好的解决,这不仅影响了技术改造项目的改造效果,同时也给北疆电厂带来了一定的经济损失。 本文着眼于天津北疆发电厂技术改造项目的外包风险问题,以项目风险管理理论和外包理论为基础,从天津北疆发电厂以往技术改造情况入手,分析其技术改造项目的基本特征与外包管理问题。在此基础之上,按照技术改造项目决策、立项、施工和验收四个阶段分析各阶段外包风险的分布并识别出具体的外包风险事件。在识别出技术改造项目中外包风险事件后,采用风险矩阵与Borda序值相结合的分析模型,以各外包风险事件的严重性和可能性为维度进行分析和排序,形成分析结论。最后,以分析结论为基础,通过广泛的文献查阅和资料收集,结合北疆电厂自身特点和现实情况,提出有效的应对策略,以实现天津北疆发电厂对技术改造项目外包风险的全过程管理,逐步提高企业自身对技术改造项目外包风险的应对能力和管理水平。 | |
英文摘要: | In recent years, with the improvement of the power industry technology continues to improve and outsourcing mechanisms, Tianjin Beijiang Power Plant since the operation to outsourcing, through a large number of technological transformation projects continue to improve unit energy saving equipment, production safety and the environment the ability to protect other aspects, not only to achieve the national policies require power companies, but also accelerated the pace of development of its northern power plants. The transformation project outsourcing, not only to make up for their lack of enterprise transformation process in terms of skill level, quality of personnel, transform the experience and management capabilities, but also to maximize the liberation of employees, so that employees can focus on their daily Production and maintenance work. However, as the number of transformation projects and investment increased year by year, the process of outsourcing risk increasing, coupled with employees in risk management awareness is weak and inadequate capacity, technological transformation projects in the outsourcing process has exposed the risk management problems are not a good solution, which not only affects the effects of technological transformation projects of reconstruction, but also to the northern power plants brought some economic losses. This article looks at the risks of outsourcing Tianjin Beijiang power plant technological transformation projects, project risk management theory and outsourcing theory, starting with the case of conventional transformation Tianjin Beijiang Power Plant, analyze the basic characteristics and outsourcing management of its technological transformation projects problem. On this basis, according to technical transformation project decision-making, project construction and acceptance of four stages to analyze the distribution of the various stages of outsourcing risk and identify specific outsourcing risk events. In recognition of the transformation project outsourcing risk event, using risk analysis model and Borda sequence value matrix combination to the severity and likelihood of each risk event for the dimensions of outsourcing analysis and sorting, form analysis conclusions. Finally, the analysis concluded that the foundation, through extensive literature review and data collection, combined with northern power plant with its own characteristics and realities, effective coping strategies proposed to achieve the Tianjin Beijiang power plant technological transformation project of the whole process of outsourcing risk management and gradually improve their own capacity to respond to the technological transformation projects and management of outsourcing risks. | |
