| 中文摘要: | 伴随着社会的发展进步以及专业化程度的提升,工程的承包模式也逐步展现出一体化的趋势。工程总承包模式(Engineering-Procurement-Construction,缩写EPC)作为设计、采购、施工一体化的典型代表模式,尤其是近年来,以其显著的特点和独有的优势得到了各国的大力推广和大规模的应用。在我国EPC模式尚处于发展初期,尚未形成具有针对性的配套政策和流程,尚未建立一套适合业主方对采取总承包模式的项目进行管理的有效体系,导致实际工作中产生大量的问题,带来了很多管理问题和经营风险。所以从业主角度出发,研究工程总承包模式的应用环境和管理模式,将有助于工程总承包模式的推广应用。 本文通过研究工程承包模式的相关理论以及国内外应用的现状,结合T区冷热联供EPC项目的特点,分析了业主方对于T区冷热联供EPC项目开展的各项管理工作。站在业主的角度,通过定性、定量的分析方法,对业主目标深入分析,总结出了项目发包范围与发包模式的影响因素与实施步骤。通过进一步研究总承包商选择的过程,对技术标与商务标评审提出了具体实施方法。最后,对于业主代表的管理特点、目标和管理职能做了阐述。从发包模式及范围的确定、总承包商的选择、业主代表的管理等方面进行了研究,结合我国国情,提出了现阶段作为业主进行EPC项目管理的方法。 本文选取的T区冷热联供项目是采用工程总承包模式的能源场站项目,该项目的发包范围不仅包含建设阶段,还包括5年的运行管理,具有一定的示范效应。同时站在业主角度对总承包项目管理进行分析研究,在对项目实践过程深入研究的基础上,梳理了业主方对总承包项目管理的过程和思路,对于总承包模式的项目管理具有实际的指导和借鉴意义。 | |
| 英文摘要: | With the development of society and the degree enhancement of specialization, the contract model of engineering project is gradually showing the trend of integration. EPC as a typical model which integrates incorporate design, procurement and construction, in recent years, has become a popular international contract model that containing its significant features and unique advantages. In our country, EPC model is still in the early stages of development which without a targeted supporting policies and procedures, meanwhile, it has not established an effective system that managed the project of a general contracting model to suit for the owner, which results a huge array of management problems and business risk in our practical work. Thus, from the perspective of the owners, the research that directing to the applied environment and management of EPC model would contribute to its popularization and application. This article conducts a research on the relating theories of project contracting model and the its current status of foreign and domestic application, which combining the characteristics of the cooling and heating supply of EPC project in T-zone and analyzing the management of the owner. In the perspective of the owners, we carry out the research through the qualitative and quantitative methods, to make an in-depth analysis on the owner’s target, and summarize the factors and implementation steps on the scope of the project contracting and contracting models. Through a further study on the selection process of general contractor, we propose a specific implementation method that estimating the technical and commercial bid. This article described the management features, objectives and functions on behalf of the owners, through a research on the contract model, the scope determination, general contractor, business representatives and other aspects of the management, combining with China's national conditions, finally came up with the EPC project management approach from the owners point of view at this stage. The Project in this article is the energy station project which is using the EPC model. The contracting scope of this project not only includes the construction phases, but also contains a five-year operation and management, and it has a demonstration effect. Meanwhile, by standing on the perspective of the owners, we analyze and study on the project management. We based on the in-depth research of the practice on the project, combing the management processes and making a clear clue of the owner on general contracting project, which is essential for the practical guidance and reference on general contractor for the project management model. | |
