中文摘要：	随着移动互联网的不断发展，其新技术和新应用与政务新媒体不断融合，政务微博和政务微信成为“互联网+政务”的典型代表，在国家的大力推动下，各地政府部门纷纷开通政务微博和政务微信，实现政务“双微”两条腿走路，目前，一部分地区和部门的政务“双微”已经发展相对成熟，但是大多数政府部门还存在一些困难和问题。有些地方政府积极开通了政务微博和政务微信，但由于领导重视不够、专业运营人员不到位等问题，处于“僵尸”状态，还有一些地方政府只开通了政务微博，到目前为止都没有开通政务微信，忽视政务“双微”建设。近几年来，天津政务新媒体的发展相对缓慢，其政务微博“天津发布”影响力不大，而政务微信到目前为止还没有开通，可以说天津市到目前为止还没有走上政务“双微”之路。本文主要研究常态和非常态环境下的政务“双微”， 采用定量分析与定性分析相结合的分析方法，对北京、上海、广州、银川和天津五个城市的政务微博和政务微信在常态环境下的应用情况进行实证研究，进行城市间的横向对比；其次对政务微博和政务微信在非常态环境下的表现进行研究，即有突发事件爆发时，政务微博和政务微信在风险环境下的舆论引导能力，选取在天津港爆炸事件和上海踩踏事件中，所在地的市级（天津市和上海市）、区级（滨海新区和黄浦区）、局级（公安局）政务微博和政务微信进行纵向比较研究；最后讨论天津市政务“双微”存在的主要问题，并为其发展提供对策建议。图17幅，表9个，参考文献67篇。
英文摘要：	With the continuous development of mobile Internet, new media and new technologies integration, government microblogging and government wechat as a representative of the "Internet + government" .In vigorously promote the country, local government departments have open government microblogging and government wechat to achieve government "double micro". At present, some regions and government departments "double micro" has been relatively mature, but most government departments still exist some difficulties and problems.Some local governments actively opened a government microblogging and government wechat, but because leaders paid insufficient attention and the lack of professional operations staff, they are in the idle state.Some local governments only open government microblogging, not open-government wechat, ignoring government "double micro" construction.In recent years, the development of Tianjin government new media is relatively slow, the government microblogging "Tianjin Post" had little impact, government wechat not yet opened, Tianjin has not been achieved government "double micro".This paper studies the government "double micro" in normal and abnormal environmental, using quantitative analysis and qualitative analysis combining.Research the government microblogging and wechat of Beijing, Shanghai, Guangzhou, Yinchuan and Tianjin in the normal environment of the application,horizontal comparison between cities; secondly, to government microblogging and government micro-channel in the very state environment performance under study, that is when the incident broke out, government microblogging and government micro-channel ability to guide public opinion in the risk environment, select bombings in Tianjin Port and Shanghai stampede, local municipal (Tianjin and Shanghai city), district level (Binhai New Area and Huangpu district), the bureau level (police) and the Chief Administrative microblogging micro letter longitudinal comparative research; and finally discuss the main issues of Tianjin government "double micro" exists, and provide countermeasures for its development Suggest.
