| 中文摘要: | 摘要 我国的建筑行业是国家的支柱行业之一,随经济的迅猛发展,已经获得了长足的进步,但依旧问题多多。如何提升项目价值,做到以人为本、淡化冲突、突出共同利益,在技术和物质等不再是关键的前提下,建设过程中的项目管理就显得尤为突出。 伙伴关系(Partnering)的建设工程项目管理方式是一种新型的项目管理方式,经过实践检验,其成效是令人侧目的。在我国目前的建筑市场环境,如何在工程项目中利用这种方式是本文的研究目的。 本文在文献研究和行业专家访谈的基础上,从对建设项目伙伴关系管理在我国的实施环境分析入手,肯定了其适用性并构建了我国建设工程项目伙伴关系管理的三阶段基本框架。然后围绕框架中的要素顺序分别研究了伙伴关系建立中项目伙伴的选择、主持人的选择与工作组的建立;实施中共同目标的整合、协议的订立与执行、冲突的处理以及实施效果的评价等内容。其中重点研究了三个内容,第一是伙伴建立阶段中的项目伙伴的选择。作者认为主体是平等的,应该互相进行选择,从这种观点出发,通过对我国传统评标体系的分析,逐步推导出伙伴的选择体系和建立了适用于单一伙伴和多伙伴选择的三阶段伙伴群选择模型;第二是对采取伙伴关系管理的项目冲突处理,文中对冲突产生的原因和发展过程进行了分析总结,构建了冲突处理系统的框架并设置相应的处理流程;第三是实施效果的评价方法,本文尝试建立了实施效果评价指标体系,并分析实施程序和操作步骤。鉴于伙伴关系方式在我国还属于一种新概念,虽然有一些建设工程项目在管理中体现了伙伴理念,但还没有实际的工程操作案例,所以希望能够随我国建筑市场的发展,开展基于统计意义上的实证分析。这也是今后的主要研究方向。 未来中国的建筑势必与国际接轨。然而,中国至今仍采用传统意义上的设计-投标-建设的建设模式,已不能适应中国建筑经济全球化发展的需要。因此,主动适应变化,研究和讨论先进的建设项目管理方式,对于中国建筑走向世界具有重要的现实意义。希望这篇文章能对我国建设工程项目管理的发展尽一份绵薄之力。 | |
| 英文摘要: | Abstract The Construction industry is one mainstay industry of our country. As the fast development of our economy, the construction industry has already acquired remarkable improvement but at the same time some problems still existed in the industry. Under the circumstance of technique and materials no longer the most key factor, how to improve the project’s value; behaving according to the principle of people’s need being the most important thing, making trivial of conflict and making common profit prominent become the key points in the project implement process and projects management seems the most prominent. Partnering construction project management is a new pattern of construction project management whose achievement attracts people’s eyes greatly. How to apply the management pattern in the construction project under current construction market environment is the aim of this article. On the basis of reference studying and specialists visiting, the article begins from the analysis of partnering management’s implement environment in our country and approves the adaptation of the new management pattern in our country and at the same time sets up the framework of three-phrase model of partnering construction project management. On the following according to the factor order occurring in the framework the author makes a deep research on the partnering choice, sponsor’s choice and the establishment of teamwork in the process of setting the partnering relations. Then the author carries the research on the integration of common goal in the implementation; the establishment and implementation of the contract; settlement of conflict and the assessment of implement effect. Among all the research work the following three aspects are the most important. 1. The choice of project partnering in the stage of partnering setting. The author regards that all the subjects in construction market are equal and they have the rights to make choice mutually. Beginning from that point through the analysis of our traditional assessment system, the author induces gradually the system of partnering choice and sets the three-phrase choice of partnering team model which adapted to single partner and multiple partners. 2. The settlement of conflicts in the project which adopts partnering management. The author analyzes and summarizes the reasons of conflicts occurring and its development process, and builds the framework of conflicts settlement system and set the relevant settlement procedure.3.The assessment method of implement effect. The author attempts to build implement effect assessment model and analyzing implement procedure and operation steps. But in view of the new coming of partnering management to our country, although some practical construction project embodied the concept of partnering, there is no real project operation case. So the author hope depending on the development of our construction market the relevant departments can carry practical analysis in sense of statistics, which may lead the road of the relevant research. China’s construction practice must coincide with world standard someday, but now China still adapts the traditional model in the industry of design—bid—construction, which cannot meet the need of China’s construction industry integrating into the world. So it is very important to adopt ourselves to the world practice actively and make a deep research and discussion on the construction project model. And I hope this article can give a useful suggestion to our country’s construction project management. | |
