中文摘要:伴随着中国铁路市场的快速增长,国内铁路制造企业规模也呈现出爆发式增长,同时整车制造厂的下游铁路零部件的供应市场也在发生着改变,在这个同时,供应商也在不断的向外扩张,采购活动是工厂所有活动的源头,如果采购做的好,可以提高利润率、降低工厂生产成本,所以这篇文章的重点围绕着S公司的采购部门的内部对采购的监管案例作为例子,对铁路制造工厂和公司的材料采购进行了规范化的管理,对铁路制造厂的采购流程进行探讨和深入优化,研究出最适合的采购路径和方法,此举能够在根本上提高原材料的利用率、降低材料的采购成本,从而提高产品利润率。 本篇文章对采购管理在铁路制造企业中的地位进行了重点阐述,对采购管理的相关知识进行了简明扼要的概述,采用流程优化理论以及相关方法对采购管理的现状和弱项进行了规划分析,针对调研出来的结果对S公司钩缓部的原材料供应链和供应管理、供应成本进行分析,并且提出了解决措施。 通过对现阶段S公司钩缓部组织流程的科学分析,找出缺失项,再结合公司特点进行组织流程优化。从流程优化理论及采购战略的引入出发,介绍流程优化理论的主要内容,流程优化实施的方法、工具及流程。本篇论文在做采购管理理论的同时,对公司在采购过程展现的一系列问题进行针对性的研究,并且向管理层呈递了解决措施,在文章最后,对公司现行的采购管理进行拓展和分析,督促采购管理部门对自身采购能力进行提升以及在实际采购过程中磨练自己的能力,让采购过程更加完善。  
英文摘要:As China’s railway market grows rapidly, the scale of railway manufacturing enterprises at home explode. At the same time, the changes also occur in supply market of downstream railway parts on automobile manufacturer, and the suppliers expand with the main engine plants. Purchasing activities, as a source of manufacturing enterprise produces and sells, have a big impact on lowing costs and improving efficiency. Therefore, this paper, taking internal purchases management system in GH department of S company as the example, aims at raw materials and purchasing management in railway manufacturing enterprises, mainly discusses the optimal purchasing management in the business process of railway manufacturing enterprises. Then, it also discusses the win-win result with the suppliers, and the benefits it will bring from optimizing purchasing process. This paper first briefly introduces the purchasing management’s prominence in railway parts, and some relevant theoretical knowledge. Then it uses theories and methods about process optimization, combines with the current situation of GH department of S company, analyzes process optimization’s weaknesses, and finds some problems exist on raw materials organization management, supplier management, system management in this company, finally gives optimized methods used in these problem on the S company’s GH department. By analyzing scientifically the present problems of GH department’s process flow in S company’s, finding absence, and combining with the company’s characteristics to organize the process optimization. Starting from theories about process optimization and procurement strategy, it introduces the main content of process optimization’s theory, and the methods, tools and procedures on the implementation of process optimization. This paper the analyses the related theory of the purchasing, and it also lists some problems found during the procurement process in GH department of S company, then puts forward solutions to solve these problems. At last, according to the current development trend of the purchasing management in S company’s GH department, some deficiencies and prospects have been proposed. It is expected to improve abilities while enriching their own theories and practices about procurement management. And then suggestions are made on perfecting purchasing management in railway manufacturing enterprises for actually use.
