中文摘要:6万吨/年微悬浮法糊树脂工程项目是天津渤天化工有限责任公司一项重要的科技创新项目。该项目具有典型氯碱化工项目特点,项目实施过程中一次性投资较大,现场施工难度较大,项目进度要求严格,投料试车过程中危险因素较多,涉及易燃易爆危化品原料较多,并伴有高温、高压操作。因此,如何完善项目风险管理应对措施,降低项目实施过程中的风险,越来越受到上级管理部门和项目投资单位的关注,同时也是项目管理人员进一步研究的方向。 随着中国氯碱化工行业的不断发展,工程项目规模逐步趋于大型化,工程项目中所涉及的风险也越来越多,由于风险应对不当所导致的损失也越来越大。实践证明未来建设氯碱化工项目时必须以科技创新为基础,采用工艺合理、技术先进、操作安全方便的技术。与此同时,为了确保工程项目顺利实施,尽量降低各阶段的风险损失及安全事故,这就要求相关管理人员全面提高自身管理水平,在理论和实践方面加强对工程项目的风险管理。 本文以风险管理、项目风险管理过程与方法等方面的理论为依据,着重分析氯碱化工项目的特点以及潜在的风险,对工程项目中的风险因素进行了识别与评价,并提出相应的风险应对措施。以渤天化工6万吨/年微悬浮法糊树脂工程项目为例,重点分析了此工程项目的潜在风险,并运用“主观评分法”对该项目决策、技术设计与选择、组织与管理、项目安全管理以及项目生产准备等五个方面的风险进行了总体评价,此外对该项目进行了简要的不确定性分析,并根据项目各个方面的风险分别提出相应的应对措施。 虽然氯碱化工项目风险呈现复杂多样化,但是通过对项目的特殊性进行分析,并运用相对应的风险识别方法,就可以相对准确的识别各种风险。通过采取有效的风险应对措施,渤天化工6万吨/年微悬浮法糊树脂工程项目在的项目决策、技术选择与设计、管理与组织、项目安全管理以及项目生产准备等五个方面的风险都是可以控制的风险,该项目总体风险水平在可以接受范围之内。
