中文摘要：	项目的建设和运行都需要一定的技术作支持，项目所采用的技术是否先进，对于项目能否达到预期的目标和实现项目各相关利益主体的利益起着至关重要的作用。因此技术评估在项目评估中是非常重要的部分。电信技术有先进性、复杂性、更新快等特点，所以电信项目技术评估是电信项目成败的决定性环节。研究电信项目技术评估，对于提高电信项目审批质量、提高项目成功率有着非常重要的意义。 本文结合基础电信运营商——中国铁通的实际，运用现代项目技术评估理论与电信项目技术评估实际问题结合进行深入分析，再在此基础上对电信项目个别案例天津铁通IP城域网优化扩容项目进行实例分析，找出目前电信项目技术评估的特点及存在问题，并根据相关技术评估理论找出解决方案，以期达到项目技术评估体系管理在优质、高效的状态下进行，适应市场经济的需要，保证电信项目技术评估的质量和效率。 主要研究内容：电信行业及电信项目的界定，并回顾项目管理、项目技术评估相关理论及国内外技术评估发展情况； 通过分析所在电信项目决策阶段的技术评估特点、流程、总体方案及内容、方法，以发现电信项目技术评估中存在的问题及特有的特点；以天津铁通IP城域网优化项目为例进行项目技术评估，对项目的总体概况和三方面的评估内容进行论述；对今后的项目技术评估方法在项目决策阶段的充分应用提出建议。 本文主要创新点是着眼于电信项目决策阶段的技术评估，通过对当前电信项目决策阶段技术评估存在问题的研究，推导出适合与电信项目决策阶段技术评估的方法——对电信项目分级分类进行技术评估。电信项目实施分级、分类进行技术评估的方法指的是对电信项目根据不同的投资规模和不同的电信项目专业类别对电信项目实施分级分类、有针对性的进行技术评估的方法。通过实施分级分类技术评估，可以解决电信项目因数量众多、工期紧、规模多样、技术复杂等特点而带来的技术评估不能面面俱到的问题。本文在电信项目决策阶段技术评估的内容及评估方法的研究中结合项目技术评估相关理论充分运用了电信项目分级分类评估方法，并结合天津铁通IP城域网优化扩容项目为实例，对电信项目决策阶段技术评估进行演绎。本文通过研究找出电信项目技术评估的独特性、目前存在的问题及改进建议，对其他从事通信行业项目评估工作的人员及其他行业的技术评估人员有一定的借鉴作用。
