中文摘要:在一般的经营性项目管理中,项目承包商成本管理主要目标是提高盈利率,往往忽视项目价值的提升,甚至为实现项目成本目标降低质量,缩短工期,减少范围而牺牲项目价值。由于济南炼化烟气脱硫建设项目属于环保重点工程、创优工程,使承包商必须注重项目成本、质量、范围、工期等多要素目标平衡,加大了项目成本管理难度。因此,出于项目赢利目的,工程承包方有必要建立起一套有效的项目成本管理模式及方法。 本文对施工成本管理的研究是以济南炼化烟气脱硫项目为例而展开。通过对承包方需求及对该项目特点进行分析,确定了以基于活动的项目成本管理理论为研究方法,对项目从投标阶段至交付阶段的成本管理方法进行了研讨。在吸收现代项目成本管理理论及方法的基础上,通过对基于活动的项目成本估算、预算及控制模式与方法的研究与运用,结合济南炼化烟气脱硫项目范围变更多、信息不全面等特点,制定多种措施使项目达到成本最小化及价值最大化的目标,并最终形成一套形之有效的针对该项目的项目全过程成本管理方法。 在文章结束部分,对本文的主要结论及创新点做出概括,并结合本文的不足之处,对针对类似项目的成本管理后续研究方向提出了个人建议。  
英文摘要:During the general operational project management, the contractor’s main object is to increase the profit rate and usually ignore the value of the overall project. Sometimes they even reduce the project quality, shorten the project time limit to realize the project cost management goal. As the Jinan Refining & Chemical Flue Gas Desulfurization project belongs to environment protection key project, the contractor has to focus on the target balance among the project cost, quality scope and project time limit which increases the difficulty of the project cost management. Thus the contractor is obliged to build an efficient project cost management model and method for the purpose of enhancing of profitability. This thesis researches construction cost management by taking the case of Jinan Refining & Chemical Flue Gas Desulfurization project. After analyzing contractor’s demand and the project features, determined the project cost management based on the activities as the research method. And then discussed project cost management method from biding stage to handing-over stage. On the basis of absorbing modern project cost management theories and methods, with researching and applying the project cost management, budgeting and control model based on the project activities, and then combining the Jinan Refining & Chemical Flue Gas Desulfurization project frequent design update and information insufficiency and so on, established multiple measures to achieve the project cost minimum and profit maximum goal. Finally forming a set of feasible and efficient general process cost management method for the project. In the last part of this thesis, it summarized the main conclusions and innovative points of the writer, and proposed personal advice for the future studying direction about similar projects’ cost management.
