中文摘要:20世纪80年代以来,外包业务随着供应链的发展蓬勃兴起。国内外许多企业面对市场竞争日益激烈的环境通过不同的战略手段来构建企业的竞争优势和核心能力。其中最有效的实现其战略就是采用“瘦身”的方法,将其非核心的业务外包给具有更为专业的承包商进行生产,一方面实现了非核心业务的转移,资源的高效的利用;另一方面也促进了供应链中企业与上游,即承包商之间的业务往来,使供应链充满了活力。然而,在实行业务外包的过程中,并非是将产品或是生产线转交给承包商来进行生产就万事大吉了,对于企业来说也是存在很多的风险的。而最大的风险来源就出自于承包商。而承包商又是供应链上一个重要的环节,在外包业务中也是其中的一个主体,因此承包商的管理就成为了外包业务实施成败的关键因素。同时承包商的管理对于供应链的是否健康的发展也至关重要。 论文首先从以外包业务和承包商管理的理论为基础,阐述了天津丹佛斯商用压缩机公司焊接生产线外包项目的基本概况,分析了该项目的独特性,结合公司对承包商管理的实际状况,分析出在此项目中关于承包商管理中所存在的几个问题,即:承包商选择问题,质量的波动,物流控制缺陷以及承包商综合能力不足。论文针对这四大问题,通过对国内外有关承包商管理理论、方法与手段的借鉴,根据企业实际和项目的特点提出了具有一定针对性的解决这些问题的方法。具体而言,在承包商选择的问题中,摒弃了之前天津丹佛斯公司所采用的简单评分方法,而采用了层次分析的方法(AHP),对承包商选择中的核心因素进行两两对比,最终进行加权比较,得出一个科学的选择结果。将此结果应用到项目实际中起到了有效的作用,真正解决了承包商选择方面的问题。同样,在承包商质量、承包商的物流和承包商综合能力问题上,将理论结合天津丹佛斯商用压缩机的实际的状况,应用到实际的承包商管理中,效果也是显著的。论文认为,针对外包项目,在项目初期要对承包商的选择具有科学性,项目中后期的重点是承包商的质量和物流的控制,在项目运行过程中综合提高承包商的能力,使企业外包项目真正能给企业带来更多资源关注核心业务,占领市场。同时也赋予供应链上游一个良好的发展的空间和平台,达到双赢甚至是多赢的最终目标。 论文以案例企业焊接生产线外包项目的承包商管理问题为切入点,把外包理论和承包商管理理论运用到焊接生产线外包的项目中,具有一定的应用创新价值。论文有关解决承包商管理问题的方法对天津丹佛斯公司具有重要的指导作用。同时,论文关于项目外包和承包商管理的经验和启示,对相关企业实施外包项目和承包商管理具有一定的参考价值和借鉴作用。  
英文摘要:Since 1930s, outsourcing has begun to develop in the Contractor chain, with the development of supplier chain; outsourcing has being boomed in 1980s. Especially in the severe market competition, more and more enterprises would like to focus on the core competitiveness development strategy under the condition of limited resource in order to gain a foothold in the market. The most effectiveness method is the enterprises adopt the “lean”, which the un-core business is outsourced to a more professional Contractor to produce. The benefits are: on the one hand, the resources are efficient utilized; on the other hand, the relationship between Contractors and enterprises is improved, which make Contractor chain become full of vitality. However, it is not easy to transfer the parts or production line to Contractor in the implement of outsourcing. Actually, there are a lot of risks during outsourcing, the best risks comes from Contractors side. As a main part of Contractor chain, the Contractor management has become a key factor whatever success or failure in the process of outsourcing. Meanwhile, the Contractor management is also important to the development of supply chain. The base on the theory of the outsourcing and Contractor management, it elaborated the status of outsourcing project of welding production line of Tianjin Danfoss Commercial Company in the paper. According to the existing Contractor management condition in the company, found out the some problems and analyzed the issues of welding production line outsourcing project: the selection of Contractor; the quality issues; out of control in Contractor logistic and the lack of Contractor capacity. For the mainly four problems, based on the theory of domestic and abroad, it uses some effective means for Contractor management into the real management application. Such as, in the vender selection issue, we abandoned the old method that Tianjin Danfoss Commercial Company used simple way of Contractor grading, and adopted the new method AHP(Analytic Hierarchy Process) to get the final reasonable result through pairwise compared the identified factors. The result worked in the actual real operation, and solved the vend selection problem. Similarly, these theories put into the real operation and get the effective result in Contractor quality improvement, Contractor logistic control and Contractor comprehensive capacity. The theory of Contractor management applied in the welding production line outsourcing project in the paper. There is not only to solve the Contractor management in the project, but the more contributions are other projects or Contractor daily management can get the lessons and experiences. At the beginning of outsourcing projects, the vender selection is more scientific; at the middle and end of projects, the quality and logistic can be controlled very well. At the same time the Contractor comprehensive capacity can be improved step by step during the running of projects. It makes enterprises focus on the core-business with more resources by outsourcing project implement and occupy the market. Also, it makes a good development platform for supply chain in order to achieve the ultimate goal of win-win, even to win more.
