中文摘要：	随着汽车消费者对身体健康和环保关注度的持续上升，世界各国对汽车有害物质管控力度正在逐步加大。而我国作为世界第一汽车产销大国，更应该加强有害物质的管控。现阶段，针对汽车有害物质管理开展相关对策研究工作，对于进一步完善我国汽车行业管理制度，促进汽车工业健康可持续发展具有重要意义。 本论文总体思路是通过调查研究国外汽车有害物质管理先进经验，摸底我国汽车行业有害物质管控情况，评估汽车有害物质替代与减量化技术水平。从我国汽车产业发展实际需求出发，提出适应我国的汽车有害物质管理体系及政策建议。 首先，采用资料分析、比较分析等研究方法，重点对欧盟、美国、日本、韩国的汽车有害物质管理制度进行研究分析，包含各国开展管理工作的背景、控制的有害物质种类及限值要求、具体监督管理措施、实施的效果等，为提出我国管理制度提供经验借鉴。其次，利用实地考察等方式，对我国主流汽车企业现阶段在有害物质内部管理体系构建、供应商管控、材料数据系统建设、产品一致性保障、管理成本控制等方面采取的主要措施和做法进行研究分析，了解我国汽车企业有害物质管理水平和基础条件。再次，利用实证研究等方法，对我国典型汽车产品有害物质情况摸底调查分析，选取典型车型零部件进行SOC摸底分析，选取典型整车VOC实测数据进行分析，掌握我国汽车产品有害物质现状。最后，以国外先进经验和行业摸底分析为基础，结合先进企业的管控方法，提出我国有害物质管理模式，进一步完善相关政策、法规及标准体系，明确汽车产品有害物质管控的各方职责、管理产品范围、实施步骤、管理模式、审查监督方式等要求，加大宣传舆论引导，促使汽车有害物质管理取得实效。 本论文主要的创新点包括：一是针对我国汽车有害物质管理进行全面研究和探讨；二是提出基于绿色供应链的有害物质管控思路；三是提出汽车有害物质分级控制理念。
英文摘要：	As the increasing strength of controling harmful substances in vehicle around the world, automotive consumer attention to body health continue to rise. China as the first car production and marketing country all of the world, it is urgent to strengthen vehicle harmful substances control work. At this stage, doing some related strategy research on management of harmful substances in vehicle, it is useful to further improve the system of automobile industry management, and have great significance to accelerate health development of automobile industry in China. This paper general idea is through the investigation and study on advanced management experience of automobile harmful substances in foreign countries, to find our country automobile industry situation of controlling harmful substances, and to evaluate the substitution of alternative and reduction technologies on harmful substances. From the requirement of automobile industry development of China, putting forward to adapt to our country automobile harmful substances management system and policy recommendations. First of all, using some research methods, focusing on analyzing the automobile harmful substances management system in European Union, United States, Japan amd South Korea, includes the background, control types and limit of harmful substances and the effect of the supervision and management measures, implementation, etc.,will provide management experience for reference to China. Secondly, using the way of field trips to study and analysis on the harmful substances management system building in mainstream car companies, the main measures and practices of suppliers controlling, materials data system construction, product consistency guarantee system, management cost control, etc. in our country, will understand the management level and basic conditions of automobile enterprise harmful substances controlling in China. Again, using the methods of empirical research, to do some baseline investigation and analysis of harmful substances in typical automobile products in our country.This paper will select typical automobile parts for SOC testing analysis, and select typical passenger car for VOC testing analysis.All of this will help us to master the status of harmful substances in automotive products in China. Finally, on the basis of the advanced foreign experience and product testing analysis in China, combination of advanced control method in some enterprise, we will put forward the automobile harmful substances management mode for China. That will further improve relevant policies, regulations and standards system, and define the responsibility of the automobile manufacturers, management range,procedures, mode and the way of audit supervision requirements etc..By enlarging the propaganda and public opinion guidance, encourage automobile harmful substances management to obtain actual effect. Innovation point of this paper mainly including: firstly, to do comprehensive studying and discussion on automobile harmful substances management to conduct in China.the second is controlling of harmful substances based on green supply chain be come up with.the third is grading control concept on automobile harmful substances be put forward.
