| 中文摘要： | 生产电子信息产品核心部件的集成电路产业是现代电子信息产业的基础和核心，对国家的信息安全和国防建设起着至关重要的作用。然而，由于集成电路产业是集资金密集型和智力密集型于一体的高新技术产业，其投资和研发不足使得中国本土企业与世界先进集成电路企业的差距不断拉大。有鉴于此，国家于2014年9月成立了国家集成电路产业投资基金，为集成电路产业的发展提供强有力的资金支持。在中国，高新技术产业投资基金尤其是集成电路产业投资基金作为一种新型的融资工具毕竟是新生事物，正处于探索和起步阶段，进展比较缓慢。本文通过分析中国集成电路行业发展的现状和趋势，对比国内外不同类型的基金支持高新技术发展的经验，研究了如何在有产业投资基金支持的背景下，解决集成电路产业发展过程中所面临的市场、资金、人才等方面的困难，从而促进中国集成电路产业的大发展。本文具体包括六个部分：第一部分论述了信息化时代背景下，研究基于产业基金形式发展集成电路产业的背景和意义；第二部分评述了现有产业发展模式选择、高新技术产业发展模式和产业投资基金三个方面的文献，并分析了中国产业投资基金发展的现状和运作；第三部分基于大量数据，分析了国内外集成电路产业的政策、投资环境、市场环境、发展现状与趋势；第四部分采用SWOT分析方法研究了中国集成电路产业发展中存在的问题，尤其是在市场、资金和人才这三方面的问题；第五部分从中国国情出发对SWOT分析中存在的问题提出了相应的对策和建议，最后提出了产业基金在我国集成电路产业发展过程中可供选择的三种发展模式；第六部分对全文的内容进行了总结，提出了我国在充分利用产业基金促进集成电路产业发展的过程中应当关注的六个方面。 | |
| 英文摘要： | Industry of Integrated Circuits (IC) is the base and core of the modern electronic information industry. It plays an important role in national defense and information security. However, the gap between China’s IC producers and competitors keeps widening due to the insufficient investment as well as research and development. To provide better financial support for the development of the IC industry, the national IC industry investment fund has been established in 2014. But the investment fund for high-tech industries is still a new thing for China. By analyzing the current situation and development trend of China's IC industry, comparing different types of funds supporting the development of high-tech, this paper studies how to introduce industrial investment fund into the IC industry, accelerate the development of China’s IC industry. This study includes six parts: The first part mainly discusses the background and importance of this research. The second part reviews related literature. The third part analyses the industry policy, investment environment, market environment, development status and trend of both domestic and abroad IC industry of. The forth part uses SWOT method to analyze the existing problems of IC industry in three aspects: market, funds and talent. The fifth part discusses possible solutions and proposes three alternative development modes. The last part summarizes the whole study. | |
