中文摘要:企业战略是企业发展的纲领,是在一定的市场环境背景下形成的。因此,当企业所处的市场环境发生重大改变时,企业就应当对自身的战略进行重新审视或必要的调整,以此来适应新的经营环境。随着经济市场化的不断深入,制约电力行业科学发展的突出矛盾日益凸显。为了促进电力行业又好又快发展,推动结构调整和产业升级,我国将进一步深化电力体制改革。在进一步完善政企分开、厂网分开、主辅分开的基础上,按照管住中间、放开两头的体制架构,有序放开输配以外的竞争性环节电价,有序向社会资本开放配售电业务,有序放开公益性和调节性以外的发用电计划;推进交易机构相对独立,规范运行;继续深化对区域电网建设和适合我国国情的输配体制研究;进一步强化政府监管,进一步强化电力统筹规划,进一步强化电力安全高效运行和可靠供应。面对更加激烈的市场竞争,电力工程公司在实际经营过程中需要提高自身的核心竞争力、巩固自身竞争优势来面对诸多挑战,战略转型势在必行。 针对当前电力体制改革背景,本文结合北京中科中电公司的实际,采用文献整理、逻辑推演和案例分析结合的研究方法,运用企业战略管理相关知识制定出了“巩固工程、发展节能、筹划售电,最终实现三大业务相互独立又相互支撑”的战略构想。本文首先对战略管理内涵、发展脉络及战略转型与变革相关理论及战略管理工具之一的钻石模型进行了梳理;其次对企业的宏观环境、行业竞争环境以及企业内部状况等进行了系统地分析;最后,运用SWOT战略管理工具进行战略选择,并对战略转型所需资源进行分析。 由于新电改刚刚起步,相关配套细则尚未出台,因此,本文根据现有政策制定战略及相关实施措施和资源需求,相应地也存在着一定的不确定性。同时,由于作者理论与实践水平的限制,论文肯定有许多不完善之处甚至会有错误,衷心希望各位老师和同行给予指导和指正。  
英文摘要:Enterprise strategy is the guiding principle of enterprise development,which is formed under the background of a certain market environment. Therefore, when the market environment of the enterprise has significant changes, in order to adapt to the new business environment, the enterprise should reexamine their strategies or make the necessary adjustments.With the deepening of market-oriented economy, the constraints of the scientific development of the power industry to highlight contradictions is increasingly highlighting.In order to promote sound and rapid development of the power industry, promote structural adjustment and industrial upgrading, China's power to further deepen reform.Based on the further completing government function and enterprise management separate, power plant and power grid separate, the main department and assistant department separate, the electricity price of competitive link apart from transmission and distribution should be orderly opened, and the business of distribute and sell electricity should be orderly opened to social capital, and the plan of generating and consuming electricity apart from public welfare plan and regulatory plan according to the system of hold the middle and opening at both ends; Promote the trade institutions operating independently and normally; Continue deepening the regional power grid construction and the study of system which is suitable for the study of distribution system China's national situation; further strengthen the government supervision; further strengthen the electricity overall planning; further strengthen the safe and efficient operation and reliable supply of electricity. In the face more intense market competition, in practice, power engineering company needs to cultivate their core competitiveness, culture consolidate its competitive advantage to face many challenges, strategic transformation imperative. In view of the current electric power system reform background, this paper combining the reality of the company situation, the author using the enterprise strategic management knowledge to develop a strategic idea which "consolidation project, development of energy saving, planning for sale, finally realizing the three major business which are independent of each other and support each other". First of all, card the connotation of strategic management, development context and strategic transformation, theory of reformation, the diamond model which is the one of the strategic management tool; Then analysis systematically the macro environment of enterprise, competition environment, enterprise internal situation. Finally, The strategic management tool of SWOT is used to carry out the strategic choice, and the resource and the expected effect of the strategic transformation is predicted. Because new electric change just starts, the relevant rules have yet not been given. Therefore, the strategy and resource requirements based on the existing policy still exists uncertainty. At the same time, as a result of the limitation of the level of theory and practice of the author, the thesis have many imperfections even have a mistake, sincerely hope that all teachers and peers to give guidance and correct.
