中文摘要:摘 要 本文以高级项目经理能力评价指标体系构建,以及高级项目经理的能力缺陷的提升方法为主题进行了深入而全面的研究。本文之所以选择这一问题开展研究,最主要的是在这方面的理论研究存在需要改进和提升的空间,同时这一问题也是现代项目管理实践中存在的急需解决的重要问题之一。本文所研究的具体内容和所获得的创新成果如下。 首先,本文以管理学四大基本职能:计划、组织、领导与控制作为研究评价高级项目经理方法中的评价准则,通过运用管理调研方法,经过问卷设计、问卷调查、专家效度、产业专家访谈等方法,构建出了高级项目经理能力评价指标体系,该指标体系共计有四项准则层指标、十五项指标层的指标以及五十六项高级项目经理能力评价指标。 其次,本文对于高级项目经理的能力评价指标权重值进行管理调研方法,先后向项目管理实务界的经营层、管理层和其他受访者发放出125分问卷,共计回收72分问卷,回收率57.6%;经剔除问卷中特异和无效的,总计回收有效问卷52分,占实际回收率的72.2%。本研究将这些有效回收问卷进行分层统计分析,并以经营层、管理层和全体受访者三种不同调查对象的问卷进行了比较分析,然后据此确定出高级项目经理的能力评价指标体系中准则层、指标层以及评价层各个指标的相对权重,构建出了在高级项目经理能力评价过程中所使用的评价指标体系和权重值的评价方法或评价方法论。 在此基础上,本文研究并提出了针对高级项目经理的能力评价所发现的能力缺陷所需的相应提升方法,即在使用本文研究并提出的高级项目经理的能力评价指标体系、方法和平台进行具体能力评价从而发现被选用者所存在的项目管理能力缺口后,分别从正确认知与学习目标、行为产出与成果产出三个方面去提升高级项目经理能力的方法。这套方法的具体内涵包括:通过教育和学习去提高他们理论与方法等方面知识的方法,通过受训者的实际操作的行为产出以确认他们技能水平的方法,通过受训者在前面两项知识与技能学习后的成果产出检验他们训练成果贡献的方法,这三个方面具体能力提升方法构成了高级项目经理能力提升的系统性方法或方法论。 为检验本文上述研究结果的信度和效度,作者还专门选择了一家集团企业进行了相关案例的深入研究。首先是研究和整理了该企业集团原有的高级项目经理选用方法并找出其中的问题,然后导入并应用了本文提出的高级项目经的能力评价及能力提升方法,最终验证了本文的研究结论和创新是正确和可信的。在这个案例研究中;总计发放42分问卷,共计回收有效问卷32分。该案例研究的结果证明,本研究提出的高级项目经理能力评价指标体系和方法,以及高级项目经理能力的提升方法多具有较高的实用性和较好的理论意义。 综上所述可知,本文的主要创新点有三个,其一是研究、提出并建立了高级项目经理能力指标和这些评价指标体系,其二是研究、提出并建立了高级项目经理能力评价指标权重确定方法和高级项目经理能力评价方法,其三是研究并提出了针对高级项目经理能力评价所发现的能力缺陷去开展能力提升的系统性方法。本文这三个方面的创新点在一定程度上弥补和丰富了现有的相关理论和方法,所以具有一定的学术价值;同时这三方面的创新点经案例研究检验具有很好的实用性,所以这些创新具有较好的应用价值。  
英文摘要:Abstract The methodology of senior project managers’ competence assessment and enhancement is studied in this dissutation. The key purpose of this research is to improve the issue of methodology for senior project managers selection for project management and its raletive practices problems. The innovative findings of this research are as follows; First of all, a survey was designed and carried out based on the four fundamental management functions: Planning, organizing, directing and controlling. Then, competence assessment questionnaire was established and used through empirical analysis and fuzzy comprehensive evaluation by means of analytic hierarchy process. After the pilot survey got results, a consultation with industry experts and expert validity has be done also. In the competence assessment questionnaire and investagation, senior project managers’ performances are assessed in accordince with a series of their performance standards which comprise 4 primary criterion and levels. And there are 15 secondary index levels and 56 tertiary assessment levels in the criteria. Secondly, This research conducted “Empirical Research” for weights of indexes for senior project managers’ competence assessment and enhancement. The author has delivered questionnaires to target audiences of meddle management level, Exacutive management level and top level. In total, 125 questionnaires were distributed. And there are 72 responded, collected back and valid. the return rate is 57.6% and valid rate in all returned quesitonares is 72.2%. Then, all valid questionnaires were grouped to facilitate segmental empirical analysis of senior managers’ performancesassessment indexes weight. It is also created that, Through in-depth comparison and contrast study with all valid questionares, The process and methodology for senior project managers' competence assessment, as well as the method for deciding the weight of senior project managers' assesment indexes. Based on above research achievement, The methods fo improving or enhancing the senior project managers competance are created throuth the following study in this research. All these methods can be used to deal with the defects that are found in the senior project managers competcence assessment with the methodology that is worked out in this reseaech. These serials methods includs the method of theoratical and methods knowledge learning and the methods of skill trainning, as well as the methods for senior project managers' competance enhancement. All these methods form a systimatical methods or methodology of senior project managers competence.This research delivered that The competence assessment questionnaire could help both senior project managers and corresponding supervisors to identify rooms for competence enhancement according to the three primary dimensions of performance standards, and formulate competence enhancement plans that integrate knowledge enrichment, Skills development and attitude improvement. The aforementioned competence assessment questionnaire was verified and validated by a case study, at which, manager selection results of a corporation under the original assessment system were compared with those based on the competence assessment questionnaires. 32 out of 42 responded questionnaires were found valid, and spoke well for the competence assessment questionnaire’s favorable significance in terms of assessing the senior project managers effectively and efficiently. In summary,The key findings and contributions of this research are as follows: (1) delivered the index and appraisal criteria system of senior project managers performance assessment; and (2) aforementioned performance assessment measures the methodology of senior project managers’ competence assessment and enhancement; and (3) assessment results generated from the competence questionnaire suggested rooms for competence enhancement for senior project managers.
