中文摘要:项目管理在海油信科企业经营管理中的作用越来越突出,项目成本管理是项目成功的重要因素之一,直接影响到项目经营成果的好坏,进而影响企业经营目标的实现。本文旨在对海油信科通信工程项目成本管理进行研究,并建设一套科学、合理的项目成本管理体系。 本文以项目成本管理理论和激励理论为理论基础,这也是对海油信科通信工程项目成本管理进行研究的两条主线,作者认为公司要想做好项目成本管理,既要有完善的项目成本管理方法,又要有科学合理的激励机制作为保障。文章通过对海油信科基本情况的介绍,还以Q油田通信工程项目为案例进行实例分析,利用成本差异分析法找出了细节问题,定性的分析了公司项目成本管理存在的问题,包括预算松弛、成本过程控制薄弱以及绩效评价有缺陷三个问题,并对这三个问题的成因进行分析,认为造成这些问题的原因有两方面,一是项目成本管理方法原因,如没有科学的企业定额、缺少完善的成本控制制度等,二是激励机制原因,如评价标准问题、奖惩制度问题等。针对海油信科项目成本管理存在的问题及原因,提出了建设海油信科项目成本管理体系的设想,包括三种措施,一是完善项目成本预算体系,使预算真正发挥其应有的作用,成为项目成本管理的基准;二是建设动态的成本控制流程;三是完善绩效评价体系,包括用联合确定基数法设定目标成本,优化项目成本管理的奖惩制度,减少信息不对称并激发项目管理者的工作热情。文章并对Q项目成本管理的全过程进行改进研究,利用WBS和企业定额编制了项目成本预算,结合项目进度制定了成本预算曲线,对项目过程控制进行了挣得值法的实证研究,并对联合确定基数法在具体项目中的应用进行了研究。 最后,对论文的研究成果进行总结,并对下一步研究计划做出展望。  
英文摘要:Project management is increasingly important in COIT, project cost management is not only a important factor for the success of a project, for many enterprises, implementation of the project cost management can also affect the strategic target. The research of communication project cost management is meaningful for COIT. This paper takes the project cost management theory and motivation theory as the basic theory and two main lines in the paper. The author believes a good project cost management system and scientific incentive mechanism are both important for COIT. This paper introduces the situation of COIT, analyzes the problems in COIT project cost management qualitatively and quantitatively, including budget slack, cost process control problems and performance appraisal problems. The three problems can attribute to the project cost management system and motivation system. The first causes include loss of scientific quota and the lack of good cost control system, the second causes include the problem of evaluation and the rewards standard. Pointing at the above problems, the paper puts forward suggestions to build the project cost management system of COIT. First, improve the budget system as the basis of the project cost management, second, construct dynamic cost control system, last, set up incentive mechanism to decrease information asymmetry and motivate the passion of the team. The paper analyzes Q oil field communication project, utilizes cost difference analysis methord to find out the detailed problems and improves the whole process of the project cost management from three aspects, build the project cost budget, use earned value methord to control the process,and uses HU theory to set the cost target. In the last, the author summarizes the research results of this paper and prospects the next research plan.
