中文摘要：	近年来，由于国际金融业风险损失事件频繁发生，无论是监管部门还是商业银行都加大了对操作风险管理的重视程度。巴塞尔委员会也前所未有的首次将商业银行操作风险纳入管理框架并规定操作风险为银行业面临的三大风险之一。如何提高商业银行操作风险管理水平已经成为每个银行亟需解决的现实问题。面对残酷的监管要求、市场竞争、同业压力以及内控需求，商业银行迫切需要探索有效的操作风险识别防范体系。 本文通过对渣打银行面临的主要风险类型以及操作风险现状的系统梳理，结合其近年来发生的风险损失事件综合分析得出，渣打银行的操作风险管理控制体系虽然相较于国内银行甚至大多数国际银行都更为全面和完善，但是其操作风险识别防范系统还有亟待加强和修复的环节。 经过系统分析，得出加强内部控制是解决操作风险管理问题的根本途径。通过引入“生态性”概念，尝试在加强渣打银行现有操作风险生态环境建设的基础上，设计出适用于渣打银行自身的操作风险生态内部控制系统。希望通过生态内部控制系统的“净化”和“自我完善、修复”功能，对渣打银行操作风险系统防御要素和控制标准通过生态净化的方式进行完善修复来降低操作风险发生的可能性并最终实现降低操作风险损失的最终目的。
英文摘要：	In recent years, accompanied by a series of loss events due to the financial risk, both regulators department and commercial banks pay more attention to the operational risk management. Basel committee added the operational risk of commercial banks into the management framework for the first time. How to improve the level of operational risk management for commercial banks has become a reality issue need to be solved immediately for all banks. Facing cruel regulatory requirements, market competition and pressure, internal control requirements, commercial banks urgently need to explore effective system to identify and prevent the operational risk. Though a depth analysis for the main risk types and present situation of operational risk system, combined with the risk of loss event of Standard Chartered Bank in recent years, the author comes to the conclusion that compare to domestic Banks and even for most international Banks, the operational risk management control system is more comprehensive and perfect created by Standard Chartered. However, the system still needs to be strengthened and repaired in the future. The effective of internal control is an important way to improving operational risk management system. By introducing the concept of “Ecological”, try to design an operation risk ecological internal control system basic on ecological environment construction for Standard Chartered. Hope that through the ecological "purification" and "self-improvement of the system, repair the function of risk defense system, by the way of ecological purification to reduce the operation risk possibility and eventually realize the ultimate goal of reducing operational risk loss.
