中文摘要：	中国是缺水型国家，发展海水淡化不仅是培育战略性新兴产业的迫切要求，也是缓解水资源短缺的重要途径，对推动沿海地区经济可持续发展具有重大战略意义。经过40多年的研究和发展，中国海水淡化技术已经趋向成熟，并已逐步形成了产业化发展趋势，这为大规模应用打下了良好基础。中国具备丰富的海水资源，相对于南水北调工程，海水淡化更具备竞争优势。随着政策扶持力度的加强，中国海水淡化行业将进入到战略机遇期。 为了在科技发展迅速的中国海水淡化行业中持续发展，ZX公司应认清自身在行业中所处的地位，努力增加科技含量、提升业务水平、扩大生产规模和开拓市场空间。因此，ZX公司需要在新形式下制定战略规划、战术规划和执行规划。 中国海水淡化产业面临着许多问题：为海水淡化处理带来负担的海洋污染日趋严重、核心技术（如反渗透膜）和关键技术（如能量回收装置）知识产权的限制；海水淡化过程对环境的污染；海水淡化工程规模化发展的运营管理能力加强问题；另外，海水淡化产业还需要相关政策与机制的大力支持。尽管海水淡化的问题得到了人们的重视，但人们的认识还不够深入，这一问题需要进行重新定位。除了从海水淡化的市场因素、处理方法等分析外，还需要从海水处理的可行性、经济性以及社会性意义等角度来分析。 本研究在对海水淡化产业宏观环境做出分析后，结合海水淡化技术企业所处的内部、外部环境对ZX公司的具体情况进行了深入分析，并为ZX公司提出了战略规划实施的框架模式，本研究成果对海水淡化企业经营者制定战略规划具有一定的帮助作用。
英文摘要：	China is short of water state, developing seawater desalination is not only urgent requirement of fostering strategic emerging industry, is also the important way to solve the shortage of water resources, for it is of great strategic significance to promote the sustainable development of social economy in the coastal area. After 40 years of research and development, China seawater desalination technology has matured, and has formed the industrial development trend, a good foundation for large-scale applications. China have rich seawater resources, relative to the south to North Water Diversion Project, water desalination has more competitive advantage, with the strengthening of policy support, the industry will enter a period of strategic opportunity hitherto unknown. Therefore ZX technology Co. Ltd. is in the rapid development of the Chinese seawater desalination industry should recognize oneself place in the industry's position, efforts to increase scientific and technological content, enhance the level of business, expand the scale of production, expand the market space, strategic planning, tactical planning under the new form the planning, implementation planning. Chinese seawater desalination industry is also facing many challenges: marine pollution is becoming more and more serious, for seawater desalination pretreatment burden; core technology (such as reverse osmosis membrane) and key technologies (such as energy recovery device) intellectual property impassable; reduce the desalination process on the environment pollution cannot be avoided; seawater desalination project to scale but the operation management capability should be strengthened; seawater desalination industry vigorously support lack of relevant policies and mechanisms. Although desalination has been widespread concern, but overall speaking, people still do not reach the designated position on the understanding of seawater desalination. Therefore need to know the location of seawater resources from the more profound, awareness of its importance, feasibility and economy, but also to consider the problems of seawater desalination technology, market, current situation and policy. This study explains the desalination industry in the macro environment, starting from the external environment, internal seawater desalination technology enterprise in place, to analyze ZX technology Co. Ltd., and then puts forward the frame model of ZX technology Co. Ltd. to implement the strategic plan from three aspects, in order to seawater desalination enterprise manager can help in the strategic planning hand.
