中文摘要：	随着项目在各种组织中的运用日益广泛，项目管理已经成为组织管理的一种重要模式。在项目管理领域研究和应用过程中，项目管理成熟度模型是项目管理方法运用与发展的典型代表，也是当今项目管理发展的热点问题。 近年来，我国电信运营企业为了有效地协调和使用所拥有的资源，降低运营成本，提高运营效率，增强企业的应变能力，已经开始采用项目管理的方法和手段，但多数还局限于一些基础建设项目中采用。在一些企业日常经营管理方面，仍然采用的是传统的管理方法和手段。项目管理的思想和方法并没有贯穿到整个企业的经营管理活动当中。电信运营企业在进行项目管理过程中必然会遇到种种问题，这就需要在管理实践中不断提高对项目的管控能力，提高项目成功率，使项目管理能力成为加快实现企业战略目标的核心能力，因此建立适合我国电信运营企业的项目管理成熟度模型是十分必要的。 本文在消化吸收国内外关于项目管理成熟度模型的研究和应用的基础上，结合中国电信运营企业的特点和项目管理现状，对中国电信运营企业项目管理成熟度模型作了研究。采用了文献研究和调查研究，定性研究和定量研究相结合等方法，构建了中国电信运营企业项目管理成熟度模型，并提出了基于模型的项目管理成熟度评价方法。通过该模型可以了解企业项目管理存在的缺点与不足，制定改进计划，从而提高中国电信运营企业的项目管理水平，这对于提高我国电信运营企业乃至整个通信行业的企业竞争力具有十分重要的意义。
英文摘要：	Getting along with the increasingly extensive use of project in various organization, project management has become a kind of important model of organization management. In the process of study and application of project management field, Project Management Maturity Model (PMMM) is a typical representative in the use and development of project management approach, which is also a hot issue in the present project management development. In recent years, in order to coordinate and make use of all the resources, Chinese Telecom Operating Enterprises(CTOE) have cut down operating cost price, enhanced operating effectiveness, built up the enterprises adaptation ability and have started to adopted the approaches and methods of project management. However, project management approaches have been still limited used in infrastructure project in most enterprises. Traditional management methods are still adopted in the aspect of daily management issues in some enterprises which never let the concept and method of project management get through the whole enterprises’running management activities.Telecom operating enterprises must have run into various problems during the process of project management, which need enhance the project control ability unceasingly in management practice and enhance the project achievement ratio so as to make the ability of project management become core capacity for speeding up realizing enterprise’s strategic objective. Therefore, it is extremely significant to establish PMMM that is suitable for telecom operating enterprises in our country. In this thesis, based on digesting and absorbing the experience of study and application about domestic and foreign PMMM, combined with the characteristic and project management present condition of CTOE, we have finished the study on CTOE PMMM. By taking advantage of combining literature and investigation study with qualitative and quantitative study etc, we set up CTOE PMMM and come up with project management maturity evaluation system based on model. We can know the defect and deficiency that exist in enterprise project management through this model and make improvement plan so as to boost the project management level of CTOE, which has extremely significant meaning for enhancing the competitive ability in CTOE, even in the whole telecom field.
