| 中文摘要: | 近年来,随着现代信息技术的跨越式发展,企业传统运营方式以及管理理念正发生巨大变化。经济全球化趋势逐年加快,企业间竞争加剧,未来企业只有不断提高核心竞争力才能在市场中占有一席之地。因此,如何选择作为企业战略决策重要组成内容的采购策略并落实到位就变得尤为重要。按照随机事件理论,企业中不存在一成不变的、最好的管理模式,任何管理模式的选择都依赖于企业运作所处的外部环境,并受内部要素的约束,企业采购策略也面临相同的状况。A集团于1995年成立,是一家由国资委直管的国有能源企业集团,其业务是以煤炭为基础,产、运、销为一体的大型能源综合企业。业务范围分为煤炭、电力、铁路、港口、航运、煤制油与煤化工六大业务板块,子公司涉及到海内外多个国家、地区,是典型的一家跨地区、跨行业的多业务板块企业集团。作为一家以自产、自销、自用为主要业务的分业务板块集团公司,A集团的对外采购行为主要集中在设备、物资等方面,而非原材料采购方面。A集团目前与国内许多大型分业务板块企业一样采用集中采购为主,少数小型物资子公司自行采购为辅的方式,选择集中采购还是分散采购的标准仅为采购金额。本文拟运用案例研究的方法,对A集团的集中采购策略进行了分析。首先针对A集团集中采购管理现状进行分析,针对企业集团存在六大业务板块、业务全球化、集中采购的特点,通过对其所处外部环境、内部制度、组织结构设置的深入分析,提出三级化管理适度集中采购方案,从采购计划及库存管理、物资分类管理与采购管理、供应商管理三个方面建立适合A能源企业集团的分业务板块集中采购管理系统,同时,通过制度建设、组织机构建设、搭建信息化平台以及培养国际化采购人才四个方面予以保障。以达到经营成本降低,优化集中采购过程的效果。该案例研究也将为大型分业务板块集团企业选择采购模式,并设计实施提供重要参考。 | |
| 英文摘要: | In recent years, with the leap-forward development of modern information technology, the traditional operating mode and management concept is changing --trend of economic globalization to speed up year by year. Competition between enterprises is becoming more challenging. The future enterprise’s task is to enhance the core competitiveness in the market place. Therefore, how to select as an important content of company strategy purchasing strategy is of vital significance and put in place. With the leap-forward development of modern information technology, the traditional mode of operation and management concept the company has rise to a great change. As one of the important content of company, strategy purchasing management also was greatly affected. In the process of global economic integration, large group purchasing management has become an important means to improve the core competitiveness of enterprises. So, in gradually intensified market competition environment, how to choose the appropriate purchasing strategy and put in place is particularly important. According to the theory of Random Events, the enterprise does not have the same and the best management mode. Any management mode choice depends on the external environment where the enterprise has located, and also depends on the Business operation and bound by internal factors. Group Corporation A was established in 1995. It is a straight state-owned energy group enterprise which administered by NRC. Its business based on coal production, transportation, sales. Its business scope is divided into Coal, Electric Power, Railway, Port, Shipping, Coal Oil and Coal Chemical six business sectors, subsidiaries across countries and regions at home and abroad, is a typical trans-regional, cross-industry business enterprise group. It had formed an industry chain of its own from Production to Transportation, and then Marketing. As companies have such business characteristics, the Procurement Targets of A is mainly concentrated in the equipment, supplies, etc., rather than the raw materials procurement. Just the same as other Domestic Large business enterprise group, now, the purchasing method of Group Corporation A is given priority to Centralized purchasing, a few small materials subsidiary to purchase. This paper applies the method of case study, the centralized purchasing strategy of Group Corporation A were analyzed first. Then, the paper analyzed the present situation and problems of centralized purchasing management for six big business sector about A, the business globalization, the characteristics of centralized purchasing, the internal system, etc.. Next, the paper detailed analyzed The external environment and internal system, the structure of the organization of A. Three moderately centralized purchasing management solutions is put forward, from the procurement plan and inventory management, material classification management, supplier management, inventory management three aspects to establish suitable for A portion in the energy business group business sector centralized purchasing management system. Through the system construction, organization construction, set up information platform, and four aspects to ensure the international procurement talent cultivation system. Our purpose is to achieve lower operating costs, improve the efficiency of management. The case study will also be a large business group companies choose to purchase mode, and provide important reference for design implementation. | |
