中文摘要: | 随着LNG(即液化天然气)在全球需求的全面增长,整个世界液化天然气的开发、贸易和相关建设工程也日渐活跃。尽管如此液化天然气作为清洁资源,依然受制于其产量的不足,成为公认的稀缺资源,同时也给全球的油气工业发展带来新的动力。为保障能源配给的多元化和调整能源消费构成,国际上一些能源消费大国愈加重视LNG的贸易,日本、韩国、美国、法国、英国等都在国家战略规划层面兴建大型LNG接收站。国际上知名的石化巨头也将公司战略布局的重点逐步向LNG进行倾斜,可以预见的是伴随着LNG产业的热度提升,LNG有望取代煤炭、石油等传统能源,成为新的能源消费主力。伴随着中国经济在新时代下稳健快速的发展,也同时产生了能源动力紧缺的情况,这对于经济的发展无疑是不利的。中国传统的能源构成以煤炭为主,同时石油和天然气在能源供给中的比例很小,大幅度的低于国外发达国家的平均水平。为了应对我国对能源供给持续增长的需求,发展LNG产业将对调整我国的能源构成,妥善解决能源供给安全同时落实整改生态环境保护的历史难题,并为经济的良性可持续发展和社会的繁荣稳定发挥重要作用。 本文主要站在工程总承包商的角度研究天津LNG储罐EPC项目的风险管理。首先,本文回顾了项目管理、EPC项目管理、项目风险管理等相关理论,分析了天津LNG储罐EPC项目的独特性和风险管理的特点。其次,对天津LNG储罐EPC项目进行了全生命周期的风险识别,阐述了海油工程作为项目总承包商在风险管理组织结构建立和风险识别范围划定的管理规划,同时阐述了海油工程总包项目组如何对于已识别风险进行了定性和定量的评价分析,并建立相应的风险库。再次,阐述了针对项目已识别和评价的风险,海油工程制定了何种风险应对策略和措施。最后,阐述了海油工程为了保障应对措施的顺利实施,制定了何种风险监控策略。 论文研究的目的旨在通过对天津LNG储罐EPC项目风险管理研究,为EPC项目在LNG建设项目管理提供可行的建议和思路,以此来有效地提升EPC项目总承包商风险管理能力,进而提升总承包商的总体竞争力。 | |
英文摘要: | With the LNG’s (Liquefied Natural Gas) overall growth in global demand, the LNG development, trading and related construction projects has become more active worldwide. LNG, as a clean resource, is still subject to the lack of production, and therefore is recognized as a scarce resource. Nevertheless, it has brought new impetus to the global oil and gas industry development. In order to guarantee the diversity of energy rationing and to adjust energy consumption structure, a number of international energy consuming countries pay more attention to the LNG trade. Japan, South Korea, the United States, France, Britain, and many others, build large LNG terminals at the national strategic planning level. Internationally renowned petrochemical giant also gradually shifts the focus of its strategic layout to LNG. It can be forecasted that along with the LNG industry heat, LNG is expected to replace coal, oil and other traditional energy sources, and become the new main energy consumption. With the steady and rapid development of China's economy in the new era, an energy and power shortage occurs, which is detrimental to economic development. China’s traditional energy is mainly coal, while the proportion of oil and natural gas in the energy supply is very small, substantially lower than the average level in developed countries. In response to the growing demand of our energy supply, the development of LNG industry will adjust our energy mix, properly solve the energy supply security while implementing the rectification of the historical problems of ecological and environmental protection, and also play an important role in the healthy and sustainable economic development as well as in social prosperity and stability. This paper studies the risk management of Tianjin LNG storage tank EPC projects. First, this paper reviews the project management, EPC project management, risk management and other related theory, and analysis the uniqueness and risk management and characteristics of Tianjin LNG storage tank EPC project. Secondly, the author identifies risks of Tianjin LNG storage tank EPC project in terms of full-lifecycle, elaborating the general contractor which is COOEC, to establish risk management organizational structure and management of risk identification scoping planning for the project, and expounding how COOEC project team identified risks for the qualitative and quantitative evaluation and analysis, and establish appropriate risk library. Thirdly, elaborates how COOEC develops risk response strategies and measures, according to the identified and evaluated risks. Finally, expressed risk monitoring strategies that COOEC taken to ensure the smooth implementation. The purpose of this research paper aims to study the Tianjin LNG storage tank EPC project risk management, to provide practical advice and ideas in LNG construction project management for the EPC project, in order to effectively improve the EPC general contractor for the project risk management capabilities, thereby enhancing the overall competitiveness of the general contractor. | |
