中文摘要：	EPC总承包模式是目前国际上流行的一种承发包模式，也是我国正大力推广的一种承发包模式。近年来，以设计单位主导的EPC工程公司已成为我国目前工程建设领域新的生力军。进度、投资、质量是项目成功地三大基本要素，通过降低投资来追求利益最大化是工程公司实施项目的根本目的。研究表明：设计费虽然占工程全寿命费用不到1%，但在决策正确的条件下，它对工程造价的影响程度达到75%。 论文在EPC项目管理国内外研究现状的基础上，阐述了EPC项目的主要设计过程和设计对投资控制的影响，剖析了以勘察设计为主体的总承包商主体的EPC模式的优越性和不足以及EPC项目投标阶段和实施阶段对设计进行进度、投资、质量控制的关键点。同时，说明了设计过程应注意的相关问题并提出了相应的解决方案。论文最后针对以勘察设计单位为主体的总承包商，提出了设计阶段投资控制的基本方法，即推行限额设计、实行标准化设计、利用价值工程优选和优化设计、重视基础，加强设计变更管理等，并对限额设计总值分配方法进行了探讨。 论文针对性地提出了以设计单位为主导的EPC总承包项目设计阶段的投资控制基本方法或手段。对于目前正处于由单一技术型向工程型转变的公司有较强指导意义。论文所提出的EPC项目设计阶段投资控制的基本方法现实可行，对国内总承包企业尤其是以设计单位主导的工程公司的设计管理能力的提高有一定的参考价值。
