| 中文摘要: | 招投标管理是建设工程采购管理中一项极为关键的工作,招标与投标是建设工程行业最为重要的程序之一。招投标作为建设工程市场的一种公认的交易规则,是业主方进行施工、设计、监理及施工管理等服务采购的重要方式,是项目能否成功的重要因素之一。在建设工程中实行招投标是建设工程管理体制改革的重要内容之一,是市场经济发展的需要,也是同国际接轨的必然产物。 业主方的建设工程项目管理是工程项目管理的核心,在实施的过程中,控制着整个项目的人力资源、物资资源和技术资源,是建设工程项目管理的总策划者、总组织者和总集成者,起到了总体协调和管理主体的作用。建设工程项目成功的招投标能够使项目业主节省大量时间、投资及精力,质量上得到明显提高。但是,业主在自主进行工程项目招标过程中,影响因素较多,不可避免的存在各种问题。 伴随着改革开放的深入发展,世界上著名的跨国集团纷纷到我国进行投资建设,外国企业投资已经成为我国经济的重要组成部分。在外资企业高速发展的时期,需要通过大量的基础设施建设来满足外资企业本身发展的需要。作者结合日常工作经验,以研究约翰迪尔公司项目招投标为主线,通过相关的文献检索和文献阅读,完成了对约翰迪尔公司项目招投标管理的梳理。本文首先分析了约翰迪尔公司项目招投标现状,针对现有建设工程项目招投标出现的评标时采购部门一家独大、缺乏对分包的使用管理以及招投标中的串通投标的问题,界定了论文的研究重点,确定了研究程序。其次,论文从项目采购的方式既项目招投标相关理论出发,通过对企业现有建设工程项目招投标工作的优化和补充,设计出更加适合外资企业特点的项目招投标管理制度。 本文在实际工作的基础上,以层层递进的方式探讨了约翰迪尔公司新型项目招投标的管理的构建。提出了改进项目招投标管理组织,建立起技术与采购相结合、总部与区域相结合的项目招投标项目组织架构;理清了项目招投标中各环节之间的关系;并着重研究了项目招投标承包商考察及选择承包商的具体实施方案,对约翰迪尔公司及类似的外资企业的项目招投标管理工作提出了新的要求和建议。 | |
| 英文摘要: | Bidding management is a very important work in the construction project procurement management, tendering and bidding is one of the most important activities of construction industry. The bidding is a trading rule of the construction market, it is an important way of construction, supervision and other services procurement of owner. To a large extent determines the success of a project. Construction project bidding is an important content of reform of engineering construction management system in China, it is the inevitable product of the development of the market economy and necessary for international standards as well. Owner's project management is the core of project management, owner is the director of human resources, material resources and knowledge resources, as the general organizer and integrator in the process of project construction. The successful bidding project means that the project owners to save a lot of time, energy and investment, quality improved obviously. But in the process of project bidding of owners, there are more uncertain factors and various risks inevitably. With the development of reform and Opening-up, the world famous transnational group have investment in China, foreign investment has become an important part of China's economy. In the rapid development period of foreign enterprises, it needs of foreign enterprise development through the construction of infrastructure. The author combine with the daily experience, in order to study the John Deere company project bidding for the main line, through extensive literature search and literature reading, the completion of the bidding management of combing to the John Deere company project. This paper first analyzes the status question of John Deere Company in project bidding, in view of the existing construction project bidding problem such as purchasing department making decision alone, and lack of subcontract management, we finalized research points and procedure. Secondly, this paper from the project procurement way of project bidding theory, through the optimization and supplement existing enterprise bidding work of construction project, To design a more suitable for foreign enterprise features of project bidding management system. On the base of practice, In a step-by-step way to construct the tender bidding model John Deere Company project management. Put forward the improvement project bidding management organization, establish the combination of technical and procurement, headquarters and regional combination, to clarify the relationship between each link of project bidding and tender, the specific implementation plan and focus on project bidding contractor investigation and selection of the contractor, put forward new requirements and suggestions for the John Deere Company and similar foreign companies project bidding management. | |
