中文摘要:2014年,中国汽车产销量连续6年蝉联全球第一,繁荣背后,中国汽车制造业正受到国内外经济发展迟缓、产能过剩和环境污染等不利因素的影响,企业利益大幅下滑甚至连年亏损,企业竞争力日益下降,严重影响着中国汽车行业健康和可持续发展。目前不但需要政府加大鼓励市场竞争,加速汽车产业的整合,同时加强企业管理,提升产品竞争力已成为中国汽车企业发展的任务目标,业务重组、降本增效、改善管理模式已是行业大势所趋。一直以来,在企业的供应链中,采购是最为重要的一环,影响着企业产品的质量,关系销售市场的客户认可度,更重要的是直接决定企业经营的收益及利润。采购从本质来讲是一种经济行为,是组织或者个人从外部获取生产所需物品或无形服务的具体过程。针对此项具体的业务活动,那么就不能缺少对采购的管理,建立健全采购管理模式是企业日常管理的关键组成部分,是降低整个供应链成本、提高企业整体效率的重要手段。 本文是基于在供应链管理的视角下对采购管理进行深入地剖析,通过文献检索来提供坚实的理论基础,再结合笔者的实际工作经验和相关数据,通过分析国有大型中重型商用车汽车企业零部件采购管理现状,以A公司的零部件采购管理为研究对象展开论述,针对性地总结了商用车零部件采购管理中遇到的问题,包括缺乏集中统一的采购方式、采购流程管理标准化管理水平有待提高、供应商管理评价体系有待健全、采购人才管理水平有待提高等四大问题。在此基础上,本研究结合供应链管理理论和A公司自身实际情况,提出了在采购管理中重视采购管理中供应链管理理念和方法应用、完善采购管理制度以提高供应链管理水平、优化零部件供应商管理体系以及建设采购管理信息平台和加强人才培养等几项举措,并对举措实施之后的有关效果进行了追踪分析和评价。  
英文摘要:In 2014, China's automobile production and sales for six consecutive years ranked first in the world, behind the prosperity of China's automobile industry is being slow economic growth at home and abroad, a significant downturn, corporate interests overcapacity and environmental pollution and other unfavorable factors, even years of losses, corporate declining competitiveness, a serious impact on China's auto industry, health and sustainable development. Currently only need to encourage the government to increase competition in the market, to accelerate the integration of the automobile industry, while strengthening enterprise management, improve product competitiveness has become the target of China's auto task of enterprise development, business restructuring, cost efficiency, improve the management model has been the industry trend . All along, the company's supply chain, procurement is the most important part, affects the quality of their products, the relationship between sales market acceptance of the audience, the more important the decision is a direct revenue and profit business. Purchasing from an economic nature in terms of behavior, organization or individual for specific processes needed for the production of intangible goods or services from outside. Since procurement is a specific business activity, then it can not lack the management of procurement, thus improving procurement management is a key component of the daily management of the enterprise is an important means of reducing costs throughout the supply chain, and improving overall efficiency. This article is based on the perspective of supply chain management in the procurement management of in-depth analysis, to provide a solid theoretical foundation through literature searches, combined with the author's practical experience and data, by analyzing the large state-owned enterprises in the heavy commercial vehicle auto parts procurement management status to a's parts procurement management for the study to start discussion, summed up the issue of targeted commercial vehicle parts procurement management encountered, including the lack of centralized procurement, vendor management evaluation system to be sound procurement management information system construction lag, procurement talent management needs to be improved, such as four issues. Include the lack of unified procurement, purchasing process management standardization management level should be improved, supplier evaluation management system to be sound, procurement, personnel management level should be improved several major problems. On the basis of, this study combined with supply chain management theory and A company's actual situation, proposed in purchasing management attention to purchasing management in supply chain management concepts and methods and improving purchasing management system in order to improve the supplies chain management level, optimization parts supplier management system and building a procurement management information platform and strengthen personnel training etc. several initiatives, and tracking analysis and evaluation after the implementation of the initiatives on the effect.
