中文摘要：	随着我国经济水平的不断提高，逐渐消除城乡二元制结构带来的各种社会差距成为国家建设发展的重心。为促进我国文化大繁荣，发扬中华民族传统文化，建设社会主义新农村，国家自“十一五”开始，强调文化建设对促进社会进步和人的全面发展的重要性，不断加大对农村地区公共文化服务设施建设的财政投入，公共图书馆服务在这一波文化浪潮中迎来了公共图书馆服务体系建设的春天，以总分馆制度为骨干的体系建设在全国广泛开展起来，并基本达到了县县有图书馆的标准。2013年十八届三中全会的召开，提出要构建均等化、标准化的现代公共文化服务体系，即整合农村基层的各项公共文化设施，形成统筹协调机制，以避免资源浪费，提高公共文化服务效率，这将为农村基层公共图书馆服务体系发展带来新的转折。因此，要发展农村基层公共图书馆服务体系建设，就必须对我国宏观的大环境对农村基层公共图书馆服务体系建设的影响进行分析，才能把握住未来的发展方向，制定符合国情、地域、民情的发展策略。 本研究的主要目的是在以上描述的背景下，通过PEST嵌入式SWOT分析临安市农村基层公共图书馆服务体系所处的外环境，总结未来的发展机遇与威胁；对临安市农村基层公共图书馆服务体系的内环境进行PEST嵌入式SWOT分析，帮助其发现自身优势与劣势，规划未来发展方向。 本研究总结了未来临安市农村基层公共图书馆服务体系发展的十五个策略。通过宏观-微观的对比发现国家整体文化政策有时可能对基层公共图书馆服务体系的发展产生负影响，需公共图书馆服务体系的管理者针对本地情况在发展中进行避免与调整。
英文摘要：	With the economic level being raised in China, the gradual elimination of all kinds of social gap between urban and rural has become the focus of national construction and development. In order to promote China's cultural prosperity, carry forward the traditional culture of the Chinese nation, construct the new socialist countryside, the government emphasizes the importance of cultural construction in the promotion of social progress and human development since "eleven five", and increases financial input in the construction of public cultural service facilities in rural areas. This culture waves ushered public library focus on the construction of public library service system. As the backbone of public library service system, the library-branch system carries out widely in the city all around China. Every county has a public library. In 2013, the Third Plenary Session of the eighteen, proposed to build a modern system of public cultural services with equalization and standardization. It leads to the integration of the public cultural facilities in rural. At the same time, it will construct the formation of coordination mechanism, in order to avoid the waste of resources, improve the efficiency of public cultural services. That will bring the new turning point for the development of rural public library service system at the basic level. Therefore, to build a development of rural public service system of library, we must focus on China's macro environment for the construction of public library service system in rural, in order to follow the correct direction of development, formulate the strategy in coordinate with rural conditions, geographical, and custom. The main purpose of this study is using the PEST embedded SWOT model analysis the national environment of public library service system in Lin'an' s rural areas, summing up the opportunities and threats, and using PEST embedded SWOT model analysis the city environment of the public library service system in rural areas of Lin'an, helping them find their own strength and weaknesses and opportunitie, to make sure the direction of development planning. There are 15 strategies for the development of public library service system in Lin'an. After the comparison of the macro - micro of the environment, this study found that overall national culture policy may sometimes produce negative influence on the development of public library service system at the basic level, the manager of the public service system of library need to adjust the policy with the local conditions.
