中文摘要：	近年来，中小企业已经成为国民经济的重要组成。作为自主创新的主体，科技型中小企业在技术革新、提高效率、促进竞争等方面发挥着至关重要的作用。但科技型中小企业在发展周期中普遍存在融资困境，制约其持续发展和创新能力。近年来，天津市科技型中小企业的发展迅猛，科技成果的转化深入而广泛，达到一定的专业化和规模化，取得了令人瞩目的成绩。但是，天津市科技型中小企业的发展也面临着许多的融资难题。天津作为我国北方重要的金融城市，是金融创新的前沿阵地，研究天津市科技型中小企业融资问题有着重要的现实意义。 本文以企业融资生命周期理论、信贷配给理论和信息不对称理论为基本框架，以天津市科技型中小企业为实例，深入分析当前天津市科技型中小企业发展和融资现状。并从经济学原理、企业经营、金融机构和统计性分析四个视角，对天津市科技型中小企业融资问题成因进行了多维度阐述。最后，分别从企业内部、金融市场、政府行为三个层面提出了缓解科技型中小企业融资问题的针对性建议。
英文摘要：	In recent years, SMEs have become an important component of the national economy. High-tech SMEs play an important role in many different ways. The development of Tianjin Municipal Science and technology small and medium-sized enterprise fast, the transformation of scientific and technological achievements deeply and widely, to a certain degree of specialization and scale, has attract people's attention performance. High-tech SMEs in Tianjin also face the same dilemma. Tianjin is an important financial city in northern, is also the forefront of financial innovation. The studies of SME financing problem in Tianjin has important implications. In this paper, corporate finance theory, financial growth cycle theory and asymmetric information theory become the basic theoretical framework of the study of High-tech SMEs financing problems. Taking Tianjin High-tech SMEs for example, the pager pointed out the main financing problems of High-tech SMEs. For reasons of High-tech SMEs financing difficulties, the paper analyzed separately from the economic theory, internal perspective, external perspectives and empirical analysis of four different levels. In-depth analysis of the financing difficulties and reasons of Tianjin High-tech SMEs, the paper proposed several measures to solve the High-tech SMEs financing problems.
