中文摘要:组织文化作为文化管理的一个重要方面,为组织进行管理提供了一个新的视角,以人为中心,培育组织成员共同的价值观和行为方式,营造组织良好的文化氛围,从而激发成员的潜力,规范成员行为,实现组织目标。公共图书馆作为公共文化服务机构,承担着促进信息开放、保障公民信息获取公平等职能,在这种社会背景下,图书馆更需要加强自身管理,因此组织文化的建设对其具有重要作用和意义。 本文旨在联系现有的组织文化及公共图书馆组织文化理论,对组织文化的发展、概念、测量,图书馆组织文化的概念、构成层次等进行介绍,并选取首都图书馆为案例,通过文献分析、问卷调查和访谈的方法从物质、制度、行为及精神四个方面对其组织文化现状进行分析,问卷调查主要考察首都图书馆馆员对本馆组织文化建设现状的认知和未来发展的期待,访谈部分则具体分析了建筑布局和环境,规章制度,激励考核培训制度,馆员对内、对外行为方式,组织精神以及组织目标等,最后指出首都图书馆组织文化建设的成绩和问题,对公共图书馆组织文化的建设提出策略,包括落实规章制度,激发组织活力;健全员工考核激励制度;加强图书馆品牌建设;促进内部交流,建设全馆沟通平台;培养员工自豪感和认同感,树立核心价值观;制订组织文化建设计划,为公共图书馆组织文化的建设提供参考。 
英文摘要:As an important aspect of cultural management, organizational culture, which is human-centered, poses a new perspective for the management of organizations. Through cultivating members’ common values and behaviors, creating an atmosphere of culture, organizational culture makes contributions to raise morale, standardize members’ behaviors, and ultimately achieve the goal of an organization. Playing the role of public cultural institutions, public libraries are committed to providing every citizen with an equal access of information. Consequently, there is an increased demand for the construction of organizational culture for public libraries. This dissertation integrates with available theories of organizational culture and introduces the development, conceptions and measurement of organizational culture, the conceptions and construction of library organizational culture, etc. Taking Capital Library of China as an example, this dissertation analyzes the status quo of organizational culture of this library through four dimensions with literature research, questionnaire and interview. The content based on questionnaire investigates perception and expectation of librarians towards current situation of their organizational culture. The content based on interview mainly describes layout planning of library buildings, surroundings, regulations, system of motivation, assessment and training, inner and external mode of behavior, organizational spirit and goals. This dissertation finally points out achievements and problems for Capital Library of China to construct organizational culture, then proposes rationalizations for public libraries constructing organizational culture: implementing regulations which can motive librarians; perfecting system of motivation, assessment and training; focusing on brand building of library; promoting interior communication and build a platform for communication; arousing sense of pride and strengthening the identity of organization; shaping core values of the organization; making plans for the construction of organizational culture.
