中文摘要: | 我国的环境问题现已引起人们的高度重视,可持续发展越来越成为关注的热点,服务于改善环境的城市基础设施建设项目日趋增多,项目的投资也趋于多元化,环境治理也在逐步向产业化发展。城市生活垃圾的处理由于焚烧发电技术的发展,已由原来的填埋处理转向资源化处理。 我国各地方政府从环保的角度出发,借助国外垃圾发电的发展所提供的经验和教训,以BOT注方式鼓励垃圾发电产业,积极发展可再生能源。但由于我国垃圾发电正处于起步阶段,垃圾发电的产业化和商业化水平低,导致前期投资高,技术难度大,运营成本高,企业利润较低。随着环保技术的不断发展和市场竞争的加剧,为规避垃圾焚烧发电的风险,对垃圾焚烧发电BOT项目工程的进度和质量的要求越来越高;为满足市场需求、更好的获取经济收益和社会收益,在垃圾焚烧发电BOT项目中实施有效的进度管理来提高管理的实效性也非常必要。 本文以进度(时间)管理理论为指导,在首先阐述相关关联理论后,介绍了天津双港垃圾焚烧发电(本文以下或简称WTE)项目工程的类型和特点,对引进技术与设备的垃圾焚烧项目的设计进度管理现状和存在问题进行了分析,说明在垃圾焚烧发电BOT项目工程设计中实施进度管理的必要性。通过将垃圾焚烧发电BOT项目工程划分为四个项目阶段,引入现代项目管理理论中的时间管理理论和方法,结合垃圾焚烧发电BOT项目工程的实践进行分析和研究,提出垃圾焚烧发电BOT项目工程设计时间管理的关键因素:明确项目目标,构建项目基本WBS,通过对项目各活动依赖关系分析确定活动顺序,运用类比法和三角模拟法进行工期估算,绘制项目网络图,确定并利用关键路径对工程设计进行进度管理,并且采用时间管理优秀的工具、方法解决实际问题。此外,本文还在最后提出有待进一步探究的问题。 本文着重于理论与实际相结合,研究的目的是:通过对垃圾焚烧发电项目工程设计进度管理中取得的成功经验加以总结和提炼,希望能对从事项目管理工作的管理人员和工程人员有所帮助和借鉴。 | |
英文摘要: | At present, in our country the environmental problem has highly focuses a lot of attentions, continuable development is more and more becoming the most important, the city infrastructure projects which devote to improving environment is increasing day by day, projects investing is becoming multi-utilized, and environment renovation is trending to the industrialization development. Accompanying with the development of waste to energy technology, the city MSW disposal has transfer from landfill way to resource recovery use. The waste to energy technology is advanced in the developed country in the world, the industrialization of the waste to energy is very high. In china, the local government is developing the industrialization of the waste to energy by BOT for protecting environment with the world’s experience. At present, the industrialization level of the waste to energy is very low in china, the engineering cost and the operation cost for waste to energy BOT project are high, the corporation profits is little. With the developing of the environmental technology and market competition, also to avoid venture of capital, the requirement of time and quality for waste to energy BOT project is more and more high. In order to satisfy the requirement and gain more profits, it is necessary to actualizing time management for the waste to energy BOT projects. This dissertation takes the time management Principle as its theoretical support,starts with an introduction of the categories and characteristics of Tianjin Shuanggang WTE(waste to energy) BOT project,followed by analysis of the existing problem, thus illustrates the necessity of the time management. MSW incineration BOT project has been divided into four major phase, and the dissertation introduces the modern time management theory and methodology. Making the use of the example of the MSW incineration BOT project to analyze and explore time management. Some key successful factors is proposed, which includes identifying the project objective, setting up the basic WBS of project, figuring out the sequential order of activities by analyzing the internal dependency relationship, estimating construction period by analogy method and triangle method simulation, drafting project network chart, and exercising time management by utilizing the critical path in network chart. Several strategies of time management are recommended for implementation. Furthermore some unsolved issues have been brought forward at the end of the dissertation. This dissertation focuses on the combination of theory and real, in the course of application of the time management theory, pay attention to the actual usability of the operation method. Hope that the time management described of this dissertation offers certain valid reference to the MSW incineration project managers. | |
