| 中文摘要: | 随着我国国民经济的飞速发展,城市日益扩大,关系着国计民生的市政工程项目也迎来了一个高速发展期。市政工程是公共基础设施之一,关系大多数市民的利益,如果风险管理不利,不但会造成重大的经济损失,甚至会造成较严重的社会问题及影响。对工程项目实行风险管理已越来越得到工程业界的认同与重视,如今,对工程项目风险管理的研究已成为我国项目管理理论界的研究热点。市政工程项目从立项、可行性研究、设计、施工等各个阶段都可能遇见风险,特别是社会影响大、投资额大、技术难度高的市政工程,更是要重视风险管理与控制,进而保证项目顺利实施。正是基于上述考虑,本文采用定性研究和理论联系实践、案例分析等方法,主要完成了以下研究工作。 首先,本文对研究问题中所涉及的相关理论进行回顾,在此基础上进行市政工程项目风险的独特性分析,识别出市政工程项目的主要风险。 其次,对识别出的市政工程项目风险进行分析,从而提出了市政工程项目风险进行了应对措施。 最后,以天津海河开启桥工程进行了风险管理分析,利用故障树法、德尔菲法识别并评估海河开启桥工程项目风险,并提出了海河开启桥工程项目风险因素应对的措施。 从理论意义而言,本文将项目管理理论与风险管理理论相结合,对市政工程项目的风险管理做出了初步研究,丰富了工程项目风险管理的研究。从应用价值来说,本文的研究可以为市政工程项目风险识别与应对提供借鉴,因此,对工程实践具有一定的现实意义。 | |
| 英文摘要: | With rapid development of our country’s economy and enlargement of cities day by day, our municipal engineering will be fast developed. Municipal engineering is one of public infrastructure which involving interests of many people. It will be cause not only economic loss but also social problems if risk management of municipal engineering is wrong. Project-Building industry has much more identified with and attached importance to carry out Risk Management in construction projects. At present the research for risk management of construction projects has become a hotspot in theory study on project management. Municipal engineering may meet with risk at each phase of project establishment, feasibility study, design, construction. Especially municipal engineering of social influence,great investment, difficulty technology may pay attention to risk management and control management. Because of before-mentioned reason, qualitative-analysis method will be adopted in this thesis in order to complete the nether studying work. Firstly, basing on the risk management, risk of municipal engineering will be analysis and identified. Secondly, basing on analyzing of risk management, Countermeasures of risk of municipal engineering is put forward. Finally, uniting the analysisment of risk management of Haihe open bridge in Tianjin, risk of Haihe open bridge is identified and Countermeasures of risk of Haihe open bridge is put forward with Fault tree method and Delphi method. As far as the theory is concerned, the thesis units project management theory with risk management theory, and primarily study on the risk of municipal engineering, furthermore enrich the study content of project risk management. As far as the applying value is concerned, the result of the thesis can be used for reference of risk-identified and risk-answered during municipal engineering. Therefore the thesis has some practical sense. | |
