中文摘要：	全民阅读推广活动在我国已经开展了许久，随着国家对阅读的愈发重视，各类阅读推广活动在全社会范围内广泛开展。公共图书馆肩负着阅读推广的使命，成为促进我国全民阅读的主力军。 本研究综合文献调查法、历史分析法、对比分析法、案例分析法等多种研究方法回顾我国全民阅读活动开展过程中公共图书馆发挥的主体作用，分析分析当下公共图书馆促进全民阅读面临的外部环境变化，目的是探索公共图书馆如何在新时期继续在全民阅读推广活动中发挥主体作用，以更好地推动全民阅读向着更高层次发展。 本研究的主要内容包括4个方面：1、结合主客观因素，分析公共图书馆成为全民阅读推广活动的主体必然性与可能性；2、整理公共图书馆促进全民阅读活动的具体实践，进一步论证其在全民阅读推广活动中发挥的主体作用；3、分析当下公共图书馆促进全民阅读面临的外部环境变化；4、通过总结分析，探索新时期公共图书馆在全民阅读推广活动中持续发挥主体作用的策略与建议。 基于以上分析，本研究得出了如下几方面的结论：1、公共图书馆之所以能成为我国全民阅读推广活动的主体，是由其内在使命和外在推动共同决定的；2、公共图书馆在全民阅读推广活动中经历了从自发到有组织再到树立品牌普及效应的过程，主要是以阅读推广委员会为领导核心，以世界读书日、各地读书节为载体来发挥的主体作用的；3、近年来，公共图书馆促进全民阅读的外部环境发生了变化，一方面数字阅读的迅猛发展变革着传统阅读推广方式，另一方面随着全民阅读提升为国家战略，越来越多的阅读推广机构主动介入全民阅读推广活动；4、公共图书馆需要巩固自身优势，创新阅读推广服务方式，并积极与社会各界合作，才能继续更好的发挥自己在全民阅读推广活动的主体作用。
英文摘要：	The nationwide reading activities have been developed for a long time in China, as our country pays more and more attention to reading,all kinds of reading promoting activities are carried out in the whole society.Public library shoulders the mission of reading promotion,has become the main force of nationwide reading activities. This study integrates several research methods,including document investigation,historical analysis,comparative analysis and case analysis, reviews how public library plays the main role in nationwide reading promoting activities in China,analyzes the changes public library faces in nationwide reading promoting activities, the purpose is to explore how public library continue to play its main role in nationwide reading promoting activities in the new period and to push the nationwide reading activities toward a higher level in the future. The main contents of the study include 4 aspects:Firstly,combine the subjective and objective factors to analyze the necessity and possibility of why public library could be the main role in nationwide reading promoting activities.Secondly, conclude the specific practice of public library in nationwide reading promoting activities in case to demonstrate public library’s main position.Thirdly,through the analysis of the background of digital reading and various social forces in nationwide reading promoting activities,it discusses changes public library faces in the moment.Fourthly, it offers some strategies and suggestions of how public library play its main role in nationwide reading promoting activities in the new period. Based on these analysis,this study gets the following conclusions:Firstly,the reason why public library become the main role in nationwide reading promoting activities is determined by its innate mission and .Secondly, public library experiences the process of spontaneous to organized to brand effect,it plays its main role through the core leading of Reading Promotion Committee and the carrier of reading festivals all over the country.Thirdly,recent years,public library faces some changes n nationwide reading promoting activities,one is that ditigal reading changes the way public library promotes reading,the other is that as nationwide reading has become a national strategy,more and more reading promotion institutions actively get involved in nationwide reading activities.Fourthly, public library needs to consolidate their own advantages, create new reading promotion serving mode as well as cooperate with all walks of life in society actively,only in this way can public library play its main role more effectively at present.
