| 中文摘要: | 近年来,随着各种国际问题的日益复杂和突出,各国政府对于政策咨询和对策研究的需求越来越大,促进了全球智库的快速发展。在我国,党和政府一再强调健全决策发挥思想库的作用,并提出了建设中国特色新型智库的概念,显示出我国政府对于智库发展的迫切需求。高校智库是智库体系中的重要组成部分,在各类智库中占有很大的比例。而学者是智库的核心要素之一,智库学者的水平在一定程度上决定了智库研究的水平。因此,研究我国高校智库学者的成长规律,对于建设我国高校智库,培养和评价智库学者,都具有重要的意义。 教育部人文社会科学重点研究基地是我国高校智库的典型代表,本文依托人文社会科学重点研究基地成果管理数据库,以重点研究基地的研究人员作为高校智库学者的研究样本。依据学者们产出的主要研究成果将其分为智库型学者、学术型学者、学术和智库的复合型学者三类学者群体。运用时间序列的方法,分别将三类学者在学术生涯中的各类成果产出进行了比较研究,归纳和总结了三类学者在学术生涯中成长规律的共性和区别。 通过本文的研究,主要得出以下结论:(1)存在学术研究成就较低的纯智库型学者,他们占据智库型学者超过三分之一的比例,也就说明我们需要建立分类的机制来评价这类纯智库型学者。(2)同时具有较高学术研究成就和智库研究成就的复合型学者群体上在学术生涯内比单纯具有学术成就和单纯具有智库研究成就的学者群体研究贡献要更高,在一定程度上说明学术研究与智库研究具有相互促进的作用。(3)复合型学者的智库研究成就峰值会晚于其学术研究成就峰值,说明智库型学者在学术生涯中的成果产出具有与学术型学者不同的规律。 | |
| 英文摘要: | In recent years, with the increasing complexity and prominence of international issues, leading to growing demand of governments for policy advice and countermeasures, which promoting the development of the global think-tank. In China, our government has repeatedly stressed that think tanks play a sound decision-making role, and proposed the concept of the new think-tank with Chinese characteristics, showing the urgent need for the development of think tank. University think tank is an important part of all the think tanks, occupying a large proportion of the total amount of think tanks. Scholar is one of the core elements of think tank, which determines the level of research in think tanks. Therefore, the research on growth pattern of scholars in university think tank will have important significance for the construction of university think tank and training of scholars. Education Ministry humanities and social science research base is a typical representative of our university think tank, the research of this paper relies on the database of humanities and social science research base, with the researchers of key research base as a research university think tank scholars sample. The scholars will be divided into three groups such as think tank scholars, academic scholars and scholars with both think tank and academic, based on the type of their main achievements. With the method of time series, a comparative study of the three groups of scholars were conducted, and the paper summarized the similarities and differences between three scholars’ growth pattern in the academic career. Through this study, the main conclusions are as follow:(1)The scholars with high think tank achievements and low academic achievements are exist, who occupy more than one third of think tank scholars, so we should establish different mechanism to evaluate them. (2)The scholars with both high think tank achievements and high academic achievements can gain higher achievement than the other two groups of scholars, which shows that academic and think tank studies are mutually reinforcing. (3)The scholars with both high think tank achievements and high academic achievements reach the peak age of think tank study later than academic study, which means that they have a different growth pattern with academic scholars. | |
