中文摘要:随着我国的改革开发的逐步深入,作为强国之本,生产制造业在我国得到长足的发展,在我国经济结构中的作用越来越明显和重要,随着大量外资的引入,带来先进的技术与管理的同时竞争也越发激烈,目前市场上的产品生命周期越来越短;无论是产品品种还是数量都飞速膨胀;对交货时间的要求更紧凑;对产品的后期服务的期望更高。因此,缩短生产企业的制造型企业的产线建设项目的周期,如新建项目、改扩建项目;缩短企业的生产制造周期;提高产品售前以及售后的服务质量和水平,已经是各个生产企业需要关注的重点之一。 本文以生产制造企业制造型企业的产线建设项目为研究方向,以项目管理中的时间管理为理论基础,首先阐述了项目时间管理涉及的基本理论和方法以及国内外的相关研究动态,其次介绍了目前我国制造业的项目管理及时间管理现状,最后结合具体的企业案例,探究产品制造型企业的产线建设项目的时间、进度管理方面的问题。从意向产生、投资申请书(AFE)准备、申批、设备及技术平台选型以及配套设备选型购买、设备预验收、基础设施方案的准备实施、设备安装、测试验收到最终交付生产的各个环节都需要紧紧围绕着“时间”二字,只有在每个环节上保证准时交付,整体交付才能保证,只有整体保证,才能及时响应市场的需求。同时对项目的主活动进行“三参数”估计,并通过估计的结果得到项目的关键路径,并对关键路径的任务优先进行资源的配置,同时对影响关键路径上活动的因素进行干扰和纠正,同时对后续活动进行重新的时间调整,以期对于项目周期的整体控制达到既定的时间进度要求。在每个阶段实施有效的进度计划与跟踪。 本文以T公司企业案例为导向对制造型企业的产线建设项目立项准备阶段、相关设备配套选型阶段、基础设施实施阶段、设备安装测试、验收阶段时间、进度计划与控制进行全面、系统的分析,在各个阶段实施有效的时间计划及控制,才能真正做到整体项目的准时交付,并结合T公司天津工厂PVD(物理涂层)项目的实际案例,阐释时间、进度管理在此项目中的应用并实现最终准时交付的过程。  
英文摘要:As the core industry of national economy,the manufacturing has been developing in recent ten years with stronger and stronger effect on the national economy and more stress on competition. Currently on the market, product life cycles are getting shorter, and rapid expansion of product varieties; requirements for delivery more compact; higher expectations for products and services. Therefore, shortening product development, production cycles, in as short time as possible to better meet the needs of customers, and has become one of the issues of concern to all enterprises. In this essay, we take the manufacturing plant manufacturing project as study direction, take time management as theory basis,first of all, discuss the basic theory and method of time management, Secondly, introduce the current status of manufacturing project and time management, meanwhile, combine the case study to discuss and study the time and scheduling issue for New product manufacturing projects( short as “manufacturing project). For manufacturing project, from proposal creation, Asset for expenditure preparation, approval, equipment and technical platform selection and facility preparation, execution, final test and acceptance, etc. to deliver the project to manufacturing, we always keep time and scheduling into our heart, only when each phase deliver on time, the total on time, only when total on time, the final products can meets market demand. Apply time and scheduling on each phase, meantime optimize the resource based on CPM activities. In this article, I comprehensively and systematically analyze the all aspects of manufacturing project including Pre-preparation for project, related equipment selection, facility preparation, acceptance, training and try run phase for time management and scheduling plan. In each phase, take time management effectively to ensure the overall project on time delivery, meanwhile take the example of PVD project of T Company Tianjin factory to detail address the time and schedualing how to apply in this project and finally achieve good result.
