中文摘要：	随着经济全球化步伐的加快，企业内部经营环境和外部竞争环境发生了很多的变化，一个最明显的变化就是内外部环境带来的高度不确定性，这种不确定性，使得原有的传统管理模式已经无法适应市场的要求，企业急需一种反应迅速、高效、且具备成本优势的管理模式，于是，供应链管理理论越来越得到业内的认可。本文阐述了供应链管理下的采购管理和供应商管理有关概念和基本理论。结合这些概念和理论，对T公司采购与供应商管理现状和传统的管理方式进行分析和诊断的同时，指出了T公司采购管理与供应商管理存在的问题，如采购组织结构不合理、采购成本控制不力、物料库存管理不善和库存呆滞、供应商开发不足和评估方式不规范、供应商绩效管理和关系管理缺失等。针对上述这些问题，借助供应链管理、采购管理和供应商管理理论，结合本人的工作经验，对T公司存在的这些问题给出了改进方法和建议。如针对采购管理从如下几个角度进行改进研究：对现有采购组织结构和流程进行必要调整，引入采购所有权总成本的概念从多角度分析采购成本控制的措施，运用ABC分类法和安全库存理论改善库存管理；针对供应商管理：从丰富供应商的识别渠道，供应商的评估模型改进，供应商的考核以及供应商关系管理几个角度对供应商管理进行改进研究。通过本论文的研究，希望能够为改进T公司的采购与供应商管理提供帮助，同时也为传统的电子军工企业和行业提供有益的借鉴。
英文摘要：	With the accelerated pace of economic globalization, there have been great changes in the internal and external business environment and competitive environment, one of the most obvious change is the internal and external environment brought about by the high degree of uncertainty, this uncertainty, the traditional management mode has been unable to adapt to the requirement of the market, enterprises urgently need a quick, efficient and with the advantage of cost management, and supply chain management theory, has been recognized by the industry. This paper describes the concept and basic theory of purchasing management and supplier management under supply chain management . According to the concept and theory, the traditional management mode of T company is analyzed and diagnosed .At the same time,the paper points out the purchasing management and supplier management problems of T company, such as purchasing organization structure is not reasonable, lack of procurement cost control, inventory management and inventory dull, supplier development and evaluation method is not standardized, vendor the lack of performance management and relationship management. In view of the above questions, with supply chain management, purchasing management and supplier management theory, combined with my work experience, improved methods and recommendations is given in this paper to these problems in the presence of T company. As for purchasing management from the following perspectives to improve : the existing procurement organizational structures and processes are necessary to adjust, introducing the concept of purchasing total cost of ownership from multi angle analysis of procurement cost control measures, improve inventory management by application of the ABC classification method and the safety inventory theory; to improve the supplier management: to rich the supplier identification channels and improved supplier evaluation model, supplier evaluation and supplier relationship management . Through this study, we hope to provide help for the improvement of purchasing and supplier management of T company, but also provide a reference for the traditional military electronics companies and industries.
