中文摘要:近年来,我国高速铁路发展迅猛,高铁已经成为拉动城市化进程,主推我国经济转型的关键因素,因此,如何利用好高铁及其周边地区开发对城市发展具有重要的现实意义。 本文通过研究土地开发理论模型,研究土地开发和产业定位的互动关系和机制,在分析天津高铁南站开发背景和条件的基础上,从整体功能定位、土地利用布局、城市总体规划、产业定位和土地开发运作管理等方面探索天津高铁南站周边土地开发策略,提出对我国类似高铁站点周边地区土地开发模式的建议。 论文主要包含五部分。第一部分为绪论,重点阐述研究背景和研究意义关键问题,明确研究方法和框架,分析和对比国内外的研究成果;第二部分是分析常见的土地开发模式,重点介绍土地一级开发模式及特点,TOD(公交引导开发)模式的含义和主要原则,以及土地开发“大循环”模式的逻辑思路和局限性;第三部分是天津南站周边土地开发融资和开发模式,以天津高铁南站为例,通过PEST分析天津南站地区图地开发环境,测算资金平衡方案,结合TOD开发模式理论和土地大循环开发思路,确定天津南站地区适用开发模式;第四部分是天津南站科技商务区开发建设实施方案,通过理论与实际结合,将TOD土地开发模式理论与天津高铁南站地区进行结合,具体阐述TOD开发模式在具体案例中应用的方式和方法;第五部分是结论。总结得出TOD开发模式几点原则经验,并指出研究不足。 目前,大量新建高铁站点周边土地已具备开发条件,天津作为我国北方的经济中心和京津冀协同发展的关键地区,研究其高铁站点周边土地开发和利用规律,可为全国其他正建与建成的同类型地区土地开发提供参考和借鉴。

At present, the condition of surrounding lands have been able to develop new high-speed rail site, as an economic center in North China, Tianjin and Beijing-Tianjin-Hebei coordinated development in key areas, study the law of land around the development and use of its high-speed rail site, but for the rest of the country was built and built, the area of land development and provide information and reference of the same type.
