中文摘要:在项目管理中,对项目采购的管理是一个系统化的工作,包含了项目物资和服务采购管理的全过程。项目采购管理包括了供应商筛选、招标、评标、谈判签约、合同执行、索赔、争议处理直到最终合同关闭等全部管理内容。本研究回顾了采购管理、项目采购管理、供应链采购管理、战略采购的基本理论,对采购策略、采购模式、采购进度、采购质量、采购成本、采购程序等项目采购的具体应用理论进行了研究和探讨。在分析了项目采购、供应链采购与传统采购不同点的基础上,探讨了战略管理与供应链管理在项目采购管理上的结合。 本文研究的主要内容有:首先是海洋石油工程建设项目采购管理历史、现状及其环境分析。总结了海洋石油工程建设项目采购的发展历史、管理现状及成因、政策及法律环境情况。其次是海洋石油工程建设项目采购策略与模式。结合海洋石油工程建设项目的现状与环境,运用战略采购和供应链管理理论讨论了海洋石油工程建设项目采购策略与模式的制定。其中包括物资分类、分包类型、采购策略以及采购模式确定等内容。最后是海洋石油工程建设项目采购管理与控制。结合了项目挣值、关键路径法等项目管理方法,供应链管理的总持有成本方法,并引入了微观经济学的部分方法,在相关法律法规及政府政策的基础上,研究了项目采购管理与控制中采购的计划进度管理、质量控制与合同管理、供应商管理的管理方法与控制措施。 本文研究的目的:对相关现有理论归纳、分析、对比的基础上,通过一系列的论证研究和实证分析,通过海洋石油工程项目建设的实践经验,在项目采购管理方面进行了深入研究和探讨。力求找出适合海洋石油工程建设项目实际的项目管理策略模式与管理控制方法。 本文研究的意义:首先,搞好项目采购,保证项目的进度、质量、有效控制投资,对于整个项目目标的顺利实现具有重要的意义。其次, 海洋石油工程建设项目的成熟度较高、相似性较强、并且项目的采购及服务依赖于总公司的机构支持和管理协调。如何发挥集团优势,结合项目特点更好的完成项目采购工作,具有很强的现实意义。 本文研究方法:本研究属于应用研究,应用了定量和定性分析、理论和实际相结合的方法。将战略采购、供应链管理理论中的概念、思想和方法相互融合,利用项目管理学的理论与方法,微观经济学的一些成熟观点,使问题的解决方案更具实践性的指导意义。按照项目采购管理本身的系统性,运用系统原理进行目标、因素、功能、环境及其变化的规律进行深入剖析,从中选择达到预期目标的最优行动方案。通过对相关理论文献及其案例研究分析,结合海洋石油工程建设项目及其采购的特点和作者在石油公司积累的工作经验,主要对长青号FPSO生活楼建造项目采购管理案例进行了分析和研究,论证并检验了项目采购策略模式与管理控制的研究成果。 本文的结构:本文共分七章。第一章绪论中阐述了论文选题的背景、意义、论文的研究方法和论文的框架。第二章中回顾了采购管理理论及其发展,然后结合新兴的项目管理对项目采购管理理论进行了阐述,并介绍了供应链管理理论及其发展。第三章中对海洋石油项目采购管理进行了现状分析。第四章和第五章中结合海洋石油项目采购的特点,尝试将项目设备物资服务采购分成计划和实施两个阶段,并提出了基于战略采购、准时采购、战略合作伙伴供应商的项目采购管理及控制方法。第六章中运用前述海洋石油项目采购管理方法,结合作者实际工作中对长青号FPSO生活楼建设项目采购管理进行案例分析。在结论部分,系统总结了本文的研究结论和理论贡献、对项目采购管理的启示以及今后研究方向。 本文的主要结论:首先建立了海洋石油工程建设项目的采购策略和模式。物资采购策略确定为项目组负责战略物资的采购并干预瓶颈物资的采购,放开日常物资的采购。服务采购策略确定为以控制风险和重要性为标准,确定不同的发包策略及合同类型。确定了项目采购管理的建立混合采购模式、准时采购模式,建立战略采购、全球采购模式。其次建立了海洋石油工程建设项目的采购管理和控制方法。CMP/PERT方法、挣值管理方法、TOC、全过程质量管理、激励契约方法、战略合作、垂直整合方法。 本文的主要创新点:一是将战略采购、供应链管理理论与项目采购管理理论相结合,综合探讨了项目采购管理。二是引入微观经济学部分观点和方法,提出了项目采购激励合同的激励指标模型。 今后研究方向:一是加强数据量化方法的研究。项目采购管理的数据化依据相对缺少,量化管理方法欠缺,需要进一步加强研究。二是进行专项研究,提升研究水平。对项目采购管理中存在的瓶颈问题,进行专项研究。加大研究深度,以期解决实际问题。三是对大型复杂建设项目进行实证研究。海洋石油工程建设项目的大型建设项目,尤其是国际工程项目涉及到的供应商数量大,物资种类和服务内容繁多,工程合同分包层次多,项目周期长、工作网络关系复杂。对该类项目的采购管理研究具有一定的难度和挑战性。四是对多个项目或项目群进行研究。对众多的海洋石油工程建设项目进行集中或者分组研究,对项目导向型企业环境下的项目采购管理具有一定的研究价值。  
英文摘要:It is a work for systematizing to the management of procurement in the offshore petroleum projects,included the whole process of the management of equipment, material, and service purchase. The management of project procurement included choice supplier, invitation to bid,evaluation of bid,the negotiation makeup contract,contract performance,claim,controversy processing until end contract, etc. This research reviewed the elementary theory of purchase management, project procurement management, supply chain purchase management, strategic purchase. Researching and discussing the concrete application theories such as procurement strategy, procurement model, purchase progress, purchase quality, purchase cost, purchase procedure etc. The main contents of the article include: First is the analysis for history, the present situation, the environment of procurement management of offshore petroleum engineering construction projects. It summarized the history of purchase development, the origin of the present situation, and the policy and the legal environment situation. Next are the strategy and the model of procurement management of offshore petroleum engineering construction projects. It discussed the construction of strategy and model of procurement management of offshore petroleum engineering construction projects by using the strategic purchase and the supply chain management theory. In which including the supply classification, the type of subcontract, the purchase strategy and model. Finally are the management and the control of procurement of offshore petroleum engineering construction projects. The project procurement management and control in the offshore oil engineering construction projects of applied research, mainly for project planning and progress control method: CMP / PERT methods, Earned Value Management; quality of the project cost procurement and contract management method: TOC, the quality of the entire Process Management, and incentive contract; project procurement vendor management: strategic cooperation, vertically integrated approach. The aim of the research is relate to the existing matrix theory, summarized, analyzed and compared, on the basis of summing up, make the most of argument research and substantially indeed analysis. Make the most of practical experiences of offshore petroleum projects engineering, construction, management, carry on a deep research and inquiry into the project procurement management. The significance of the research lies in: Firstly, the quality made the purchase of good equipments, material,and service promised the supplies quality and plan, valid control investment, for early out total engineering, is get to have important meaning. Secondly, most of the offshore petroleum engineering construction projects is maturity and similarity. And the project purchase of material & service rely on corporation's support and the management. How to exert the group superiority well, union characteristic completes the project procurement, has the very strong practical significance. The research belongs to applied study, so it takes the method of quantitative and qualitative analysis, theory and practice combination to do the research. It applies theory and method of Strategic Purchasing, Supply Chain, Project Procurement Management, and Microeconomics. This can causes the problem solution to have the practical guiding meaning. Furthermore, it constructs strategy, model, procurement management and control which suits to the ChangQing FPSO live-building engineering project. The article includes seven chapters. Based on the first chapter introduction, we set out a selection of background paper, the significance of the study papers and essays framework. In the second chapter, recalled the procurement management theory and its development then combine the emerging project management of the project procurement management theory expounded and on the Supply Chain of procurement management theory and its development. In the third chapter, the right real offshore petroleum projects for the procurement manage status in quo analysis study. In the fourth & fifth chapter, the combination of real offshore petroleum projects, procurement characteristics, and try to divides the equipment, material, and service purchasing process management into two stages including planning and executive. Based on strategic purchasing, JIT, strategic partnership vendors real project procurement manage and control method. In the sixth chapter, the use of the aforementioned real offshore petroleum procurement management, author of the actual work of real ChangQing FPSO live-building engineering project procurement costs for case analysis. In the concluding part of a systematic summary of the conclusions of this paper and the theoretical project management of the procurement of goods and inspiration for future research direction. The main conclusion of the study is: First, it has established the strategy and model of procurement management of offshore petroleum engineering construction projects. The material and equipment purchase strategy determined is that responsible for the strategic resources for the project must be purchased by the owner of project directly; the commodity purchase could be subcontracted. The service purchase strategy determined is controlling the risk and the importance by difference subcontract type. Secondly, it had established the project purchase management model such as mix purchase, the JIT purchase, strategic purchase and the global purchase. The characteristic of the article lies in: First, it synthesized the strategic purchase, the supply chain management theory and the project procurement management theory, discussed the project purchase management. Two, according microeconomics partial viewpoints and the method, set up the contract target model. The advice for further research: First, it should strengthen the data quantification method research. The project procurement management digitization basis lacks relatively. The mathematical method is short of. It needs further research about that. Second, conduct special studies to enhance the level of research in which procurement of project management in the bottleneck problems. Increase the depth of research, with a view to solving practical problems. Third, the complexity of large construction projects empirical study. Offshore oil engineering construction projects of large-scale construction projects, in particular international projects related to the large number of suppliers, materials, many types of content and services, multi-level sub-contract works, the project cycle long, complex network of work. That is the type of research with a difficult and challenging. Four, pairs of multiple projects or project groups to study. Focusing in the procurement management studies of the offshore oil engineering construction projects or group has a research value for the project-oriented enterprises.
