中文摘要:我们的世界始终处于前进的状态,经济在高速发展,科学技术在不断进步,市场竞争不断激烈,工程项目面临的风险和不确定因素也越来越多。因此,对工程建设项目进行过程中所存在的风险进行识别、归类、应对和控制已成为各工程建设项目中必不可少的一个环节。为了能够适应技术发展的要求,更好的抢占市场,各大运营商都在大规模的部署4G-LTE基站,构建自己的4G网络,大量的4G-LTE工程建设项目也就应运而生。因此,如何能对这些项目进行风险管理,将工程的风险降到最低,便成为了决定4G-LTE网络建设成功与否的一个关键问题。论文以风险识别、分析和评价的基本理论为基础,主要针对4G-LTE工程建设项目进行风险管理研究,概述其项目内容,提出了其风险的独特性。在此基础上通过对4G-LTE基站建设过程中的风险进行识别和分析,引入并运用4A分析框架来阐述和评价4G-LTE基站工程建设项目风险,对各级风险进行应对规划,提出了风险应对措施。论文认为,在4G-LTE基站工程建设项目风险管理的每个环节中,都要结合实际情况,运用最佳方法。论文所研究的4G-LTE基站工程建设项目潜在风险发生概率和影响程度,为案例企业选择风险防范措施提供可靠的依据,也对推动运营商的项目风险管理具有重要的作用。论文结合了作者的实际工作内容和经验,通过对4G-LTE基站工程建设项目的风险管理进行了研究和总结。论文研究对相关企业实施项目的风险管理具有一定的参考价值。对于基站工程建设项目,风险管理只是刚刚起步,很多理论、方法需要不断的整理、消化,从而尽快的根据企业自身的特点,制订、整理出一套完善的项目风险管理方法论,指导今后的项目开展,特别是项目风险的管理工作。针对4G-LTE基站工程建设项目所建立的风险管理体系和方法,通过我们的研究改进,并且在不同项目中的应用不断加以完善,进而整理出相对通用的风险管理体系和方法,推动基站工程建设项目风险管理的深入。 
英文摘要:Our world is in a state of forward, always in the high-speed economic development, in the progress of science and technology, market competition is intense, project risks and uncertainties are also more and more. Therefore, existing in the process of engineering construction project risk identification, classification, response and control has become indispensable to the construction projects of a link. In order to be able to adapt to the demands of the development of technology, better preempt the market, operators are large-scale deployment of 4G LTE base station, build their own 4G networks, a large number of 4G LTE construction projects also arises at the historic moment. So, how can these projects for risk management, to minimize the risk of the project, became a decided to 4G LTE network construction success or failure of a key issue. For 4G LTE base station construction projects the established risk management system and methods, to improve, through our research and perfected unceasingly in the application of different project, and then sort out relatively general risk management system and methods, to promote the deepening of base station construction project risk management.
