中文摘要：	供应链金融服务原本为T港口四大产业中综合服务业板块的一个单元，但星星之火可以燎原，它为港口服务业注入了新的资金血液，焕发了新的生命。今年是T港口供应链金融服务业务走过的第9个年头，当供应链金融服务走入竞争深水区，如何更加有效实现对业务风险的预测、防范，成为开辟供应链金融服务新蓝海的重中之重。为此本文创造性的提出建立一个全港供应链金融服务风险监控系统，以期达到掌握从源头到末端的港口相关数据信息，从而解决现存的供应链金融服务主要风险。本论文首先研究了供应链金融服务基础理论、主要模式和存在风险，并提出了风险三维度理论，即标的物、客户和监管。在此基础上进行了T港口供应链金融服务现状以及存在问题的分析，对T港口的供应链金融服务业务概况进行了介绍，提出了目前由于风险三维度上信息的缺失造成主要问题，包括标的物信息难以掌握、客户信息封闭、监管缺乏统一监控，并对问题产生的原因进行了深刻剖析。在阐明风险监控系统的设计目标和原则后，提出了从供应链金融服务风险三维度出发，辨析标的物、客户、监管涉及的信息需求，主要包括标的物货权、数量、质量、相关费用缴纳信息、价格、变现能力；客户的信誉水平、征信水平、涉诉情况、潜在供应链需求信息；监管条件、监管巡查记录、出入库记录等。最后本论文进行了风险监控系统的策略实施，将系统分为了入港至码头存放阶段，此阶段包括了国际货代系统、船舶信息预报系统、货物装卸系统；货物报关至进入后方堆场进入后方堆场阶段，该阶段包括了电子报关系统、二级计划信息系统和运输跟踪系统三部分；货物仓储阶段，包括了仓储防盗系统和货物可视化定位系统、仓库实时监控系统；货物出港至客户厂区阶段，包括出库计划系统和厂区生产监控系统。本论文对于T港口供应链金融服务业务的风险监控有着重要意义，并创新性提出了供应链服务业务的三维度风险，并为此提供了一套完整的供应链金融服务业务风险管理框架系统的设计思路，有着重要的实际应用意义。
英文摘要：	Supply Chain Finance originally a unit T port integrated services in four industry sectors, but a single spark can start a prairie fire, it injected new blood money for port services, the glow of new life. This year is the T port supply chain financial services business through the first nine years, when the supply chain financial services into the deep waters of competition, how to more effectively achieve the business risk forecasting, prevention, financial services supply chain to become open a new blue ocean of weight in priority. So this paper proposes to establish a territory of creative financial services supply chain risk monitoring system in order to achieve master data port-related information from the source to the end, so as to resolve the existing supply chain financial services major risks. This thesis studies the basic theory of supply chain finance services, the main mode and there is a risk and made a three-dimensional degree of risk theory, that the subject matter, customers and regulators. On this basis a status of supply chain financial services T ports and analyze problems, supply chain financial services business profile T ports were introduced proposed at present due to the lack of information on the risks caused by three main issues, including the subject Information was difficult to grasp, customer information closed, lack of a unified regulatory monitoring, reasons and problems were profound analysis. After the stated design objectives and principles of risk monitoring system proposed from the financial services supply chain risk three dimensions, the subject matter of discrimination, customers, regulators involving information requirements, including the subject matter of the right goods, quantity, quality, costs associated with the payment information, price, liquidity; customer credit level, credit level, Litigation cases, potential supply chain demand information; regulatory conditions, regulatory inspection records, the storage of records. Finally, this paper carried out the policy implementation risk monitoring system, the system is divided into a pier into the territory to store stage, at this stage include the international freight forwarding system, vessel information forecasting systems, cargo handling systems; cargo declaration to enter the rear yard into the rear yard phase, which includes a three-part electronic customs systems, information systems and transportation II program tracking system; cargo warehousing phases, including warehousing and cargo security systems visual positioning systems, warehouse real-time monitoring system; cargo port to a customer's premises stages, including the library program systems and factory production monitoring system. In this paper, the risk of supply chain T port to monitor the financial services business of great significance, and propose innovative supply chain services dimensional degree of risk, and aims to provide a complete set of supply chain risk management framework for financial services system design ideas, it has important practical significance.
