中文摘要:石油是一种非常重要的能源,在相当长的一段时间内社会发展离不开石油及其深加工产品。为了更多的获取石油资源,海上油田开发遍布世界各个大洋,在石油开采后储运设施的选择上,越来越多的油田开采公司从经济效益的角度选择使用FPSO。目前我国拥有FPSO十余艘,随着海上石油开采事业的不断发展,FPSO的使用量也在不断增加。早期建造投入使用的FPSO已经陆续进入大修期,随着FPSO数量的增多及使用年限的增大,FPSO维修改造项目逐渐摆上日程。以往FPSO维修改造项目较少,大部分项目安全管理人员未接触过此类项目,且由于FPSO自身结构、功能具有一定的特殊性,其维修改造项目过程安全风险因素复杂、管控难度大。许多项目安全管理类论文以工程建造类项目过程或某一部分安全风险分析管控为主,鲜有涉及FPSO维修改造类项目安全风险研究的论文。本文以CQ号FPSO维修改造项目为例,根据项目风险管理理论,针对该项目中的安全风险,从安全风险识别、安全风险评价和安全风险管理对策几大方面进行深入研究。本文在对CQ号FPSO维修改造项目的安全风险识别、评价和安全管理对策研究和讨论中,在安全风险识别阶段运用了现场调查法、头脑风暴法对项目可能存在的安全风险进行了安全风险因素和危害影响分析;在安全风险评价过程中运用了作业条件危险性分析法、头脑风暴法开展研究,通过对事故或危险事件发生的可能性、暴露在危险环境中的频率、事故事件可能产生的后果进行分析取值,计算作业条件的危险性分值,从而确定安全风险等级;最后在安全风险管理对策制定过程中,针对识别出安全风险,提出可行的安全风险管理对策。本文旨在通过风险管理研究,对FPSO维修改造项目安全风险管控提出具体的可行的安全管理对策,指导此类项目过程中的安全管理工作。 
英文摘要:Petroleum is an important energy resource, and social development is inseparable from petroleum as well as its deep processed products in quite a long period of time. The offshore oilfield has been found all over the world in order to obtain more petroleum resources. More and more oil production companies have, from an economic point of view, selected FPSO as oil storage and transportation facilities. So far there have been 10 more FPSOs in our country, and use of FPSO continues to increase with the development of offshore oil production industry. Many FPSOs built in earlier years and put into use, are going into the overhaul period one after another, and the maintenance and modification of FPSO is gradually put on the agenda, with the increase of quantity and age limit. Due to the particularity of its structure and function, the maintenance and modification of FPSO is a project full of complex risk factors and hard to control, besides, most project safety managers have never come into such project for its rareness. Many safety management Papers focus on risk analysis and control of whole process or a part for engineering construction project, while papers referring to risk study on the maintenance and modification of FPSO is rarely seen. Taking the maintenance and modification of FPSO the CQ as an example, this paper, based on project risk management theory, makes an intensive study of the safety risk of this project, from the point of risk identification, assessment and control measures. While studying and discussing risk identification, assessment and safety management countermeasures for the maintenance and modification of CQ FPSO, this paper applies, in risk identification stage, field survey and BS to develop an analysis of risk factors and effects on potential risk of the project; in risk assessment, it applies LEC and BS, according to value selection analysis on possibility of accidents or dangerous occurrence, frequency of exposure to hazardous environment, possible consequence of accidents and events,to work out the LEC value and determine the risk level; finally in making up risk management countermeasures, the paper puts forward feasible risk management measures against the identified risks. It intends, according to risk management study, to put forward a feasible safety management plan and conduct safety management for such project as the maintenance and modification of FPSO.
