| 中文摘要: | 摘 要全球化是当前世界经济的主要趋势,同时也是一把“双刃剑”。它推动了全球生产力大发展,加速了世界经济增长,为一些发展中国家追赶发达国家提供了一个难得的历史机遇。与此同时,全球化加剧了国际竞争,助长了国际投机,增加了国际风险,并对发展中国家的主权和民族工业造成了严重冲击。随着我国市场经济体制不断健全,企业化公共机构所从事的特定领域服务逐步面临越来越多的竞争。从计划经济时期的“一枝独秀”,到如今的寡头垄断,其面对的市场竞争越发激烈。改革开放与经济全球化带来的不仅是更大的市场,还有更强的国际竞争者,使这些公共机构面临巨大的生存压力以及竞争威胁。中国船级社是既具有保障公共事业的使命,又要面对复杂多变的全球化竞争的公共机构,在经济全球化背景下逐步演变成为企业化公共机构中的典型。本文将摩尔模式和奈特巴可夫模式这两种公共组织战略分析的框架相结合,并以大量企业战略分析工具作为补充,对中国船级社进行了深入的竞争战略分析。中国船级社是兼具自然垄断市场和第三方市场的这类企业化公共机构中的典型实例,通过对中国船级社进行竞争战略分析,为兼具自然垄断市场和第三方市场的这类企业化公共机构提供战略参考。本文的分析为该类组织结合自身实际,充分利用自身的优势资源,在完成自身使命的同时,实现组织发展和收益最大化提供初步的理论依据。 关键词:全球化;企业化公共机构;竞争战略;中国船级社 | |
| 英文摘要: | Abstract Globalization is the main trend of current world’s economy, it is also a "double-edged sword". It promoted the global development of productivity, accelerated the growth of the world’s economy, and provided a rare historical opportunity for a few developing countries to catch up with developed countries. Meanwhile, it also intensified international competition, increased international speculation, increased international risks, and caused the state sovereignty and national industries of developing countries’ serious impact. With the development of market economy in China, national entrepreneurial public institutions in specific fields are facing more and more competition. From "Outshined others" in the planned economy period to today's oligopoly, the market competition has been more fierce. Both the reform and opening up and economic globalization brings not only the larger market, but also stronger international competitors, the public institutions are facing enormous pressure to survive and competitive threats. China Classification Society (CCS) which has its public missions, but has to face global competition, gradually became the model of national entrepreneurial public institutions under the background of economic globalization. In this paper, we combine the public organization strategy analysis frames of Mark H.Moore and Nutt & Backoff, and using a lot of enterprise strategic analysis tools as supplementary, analyze the CCS’s competitive strategy. Because of the CCS is a typical example of entrepreneurial public institutions, this paper derived competitive strategies of entrepreneurial public institutions from CCS, providing the theory basis to them for organization development and profit maximization.
